The Ottoman Secret Police as a Reflection of Reason of Stat

Abstract

The concept of reason of state standing for perception of the state as an autonomous entity, represents the idea of spontaneous legitimization of the state's illegal acts and attributing indisputability and sanctity to them. Statelike acting of secret entities within the state, their transcending the law in the state of exception with the purpose of ensuring survival of the state and and by transcending the law any kind of illegal acts to which they resort is legitimized as the reason of state. According to this perception, the state is superior and its interests come before anything else. In this context, secret organizations which must have a function independent from the state, undertak the role of ideological mechanisms that represent the expansion of the state. The purpose of the study is to evaluate the Ottoman Secret Police Organization as a domestic intelligence service which was founded in and active during the kingdom of Sultan Abdülmecid in order to provide the survival and welfare of the state.

Özet

Devletin kendi başına bir varlık olarak algılanmasını temsil eden devlet aklı kavramı, devletin illegal eylemlerini kendiliğinden meşru sayan ve onlara bir tartışılmazlık, kutsallık atfeden düşünceyi ifade etmektedir. Devlet içindeki gizli oluşumların devlet gibi davranması, olağanüstü halde devletin bekası ve varlığını sürdürmek için yasaların üstünde hareket etmesi ve hukuku askıya alarak başvurduğu her türlü hukuk dışı eylem devlet aklı doğrultusunda meşrulaştırılır. Bu anlayışa göre, devlet üstündür ve onun çıkarları her şeyden önce gelir. Bu bağlamda, devletten bağımsız işleve sahip olması gereken gizli örgütler devletin açılımını ifade eden ideolojik aygıtlar rolünü üstlenmiştir. Çalışmanın amacı Osmanlı İmparatorluğu Sultan Abdülmecid döneminde bir iç istihbarat servisi olarak devletin bekası ve refahı doğrultusunda kurulup faaliyet göstermiş olan Osmanlı Gizli Polis Teşkilatı’nı devlet aklı kapsamında değerlendirmektir
