THE ROLE OF SALAM IN DEVELOPING AGRICULTURAL POLICIES IN AFRICA - THE COUNTRY IN THE POVERTY CLAMP

Abstract

Poverty, which can be expressed as the inability to meet basic human needs with a general definition continues to be one of the main agendas of Africa. Current reports of international organizations and non-governmental organizations such as the United Nations emphasize this reality. Nevertheless; the agricultural production potential of Africa offers the opportunity to develop agricultural policies to get rid of poverty. The data on the share of agricultural production in the gross domestic product and the ratio of agricultural employment in total employment in African countries highlight this potential of agriculture. This study focuses on the roles Salam, one of the Islamic financial products, can display in order to rescue Africa from poverty in terms of agricultural policies to be carried out. Within the scope of the study, content analysis based on agricultural data on Africa has been done and it has been concluded that Salam has a potential in terms of ensuring the efficiency of agricultural policies.

Özet

Genel bir tanımlamayla temel insan ihtiyaçlarının karşılanamaması olarak ifade edilebilecek yoksulluk Afrika’nın ana gündemlerinden biri olmaya devam etmektedir. Birleşmiş Milletler gibi uluslararası kuruluşlar ve sivil toplum kuruluşlarının güncel raporları bu durumu destekler niteliktedir. Bunula birlikte Afrika’nın tarımsal üretim potansiyeli yoksulluktan kurtulma konusunda tarım politikaları geliştirme fırsatı sunmaktadır. Afrika ülkelerinde tarımsal üretimim gayri safi yurtiçi hâsıla içerisindeki payı ve toplam istihdam içerisinde tarımsal istihdamın oranı ile ilgili veriler tarımın bu potansiyelini belirginleştirmektedir. Bu çalışmada Afrika’nın yoksulluktan kurtulması ile ilgili yürütülecek tarımsal politikalar için İslami finans ürünlerinden selemin oynayabileceği role odaklanılmıştır. Çalışma kapsamında Afrika’ya dair tarımsal verilerden hareketle içerik analizi yapılmış ve selemin tarımsal politikaların etkinliğini sağlama hususunda potansiyel taşıdığı sonucuna varılmıştır.
