One of the important ways to achieve local development and reduce the gap between regions is to increase tourism activities. Şanlıurfa has a rich history and culture, and it increases the tourism potential. However, Şanlıurfa does not get enough share from the tourism facilities, which has the potential for high touristic supply. There is a strong need for research on this issue, with the idea that local development can be realized through tourism. For this, it is clear that the perceptions of residents, who are considered among the tourism stakeholders, should be put forward. The study may be useful for the planning and implementation of tourism plans for both central and local governments. In this study, 405 people were interviewed. The data were discussed by comparing the data of the other studies on the same subject. The lack of publicity was the biggest problem of the region. It was found that there was a higher chance of the development of faith tourism which is one of the new types of tourism and the insufficiency activities of the of local administrations was found. In addition, the residents asserted that it can be useful if they invest in tourism. In future studies, it may be advisable to expand the same issue to include other tourism stakeholders.
