TERMS FOR SALARY PAYMENTS TO NEEDY ELDERLY & DISABLES AND FOR PAYING MONTHLY CARE BENEFITS TO THOSE WHO ARE TAKING CARE OF THEM

Muhtaç Yaşlılar ile Engellilere Aylık Bağlanması ve Bunların Bakımını Üstlenenlere Evde Bakım Ücreti Ödenmesinin Şartları

Abstract

Social assistance and social services are based on the principle to make benefits from the state budget for the individuals of the society in case of they become poor and needy as to sustain them to pursue their lives in the minimum living conditions. In this regard, in Turkey, monthly salary is being paid to the needy elderly and disables according to the Act No. 2022, and monthly care benefit is being paid to those who are taking care of them at home in-line with the Act No. 2828. This study is focused on social assistance and social services in Turkey which are consequences of the social state principle.

Özet

Sosyal yardım ve sosyal hizmetler toplum içinde yaşayan bireylerin yoksul ve muhtaç duruma düşmeleri halinde asgari bir yaşam düzeyinde hayatlarını devam ettirmeleri için devlet bütçesinden yardım yapılması esasına dayanır. Bu anlamda Türkiye’de 2022 sayılı Kanuna göre muhtaç yaşlı ve engellilere aylık bağlanırken 2828 sayılı Kanun kapsamında bakıma muhtaç engellilerin bakımını üstlenenlere evde bakım ücreti ödenmektedir. Bu çalışmada sosyal devlet ilkesinin bir gereği olan sosyal yardım ve sosyal hizmetler üzerinde durulmuştur
