INVESTIGATION OF YOUTH UNEMPLOYMENT: COMPARISON OF OECD COUNTRIES AND TURKEY

Abstract
Increase their production capacity due to the volume of employment in the development process of the country is very important. Left out of a part of the labor factor in the recruitment process are facing the problem of unemployment is a significant problem for the economy. UN, ILO and similar institutions; It is defined as young people between the ages of 15-24 .The youth unemployment rate has reached significant proportions in many countries. Organization for Economic Cooperation and Development (OECD), “Youth, Skills and Employability” report , members of an important part of young people in the country shows that faced with the problem of unemployment. 31.3 % of young people between the ages of 15-29 in Turkey, according to the OECD report what is taking place in the employment market nor studying nor doing an internship. This rate was realized as 15.5% of the OECD average. Investigation of youth unemployment due to increase of the share of unemployed young people is of particular importance. In the study, the OECD and the total unemployment since 2000 and the change of the exchange rate of youth unemployment in Turkey will be discussed. First, employment - unemployment concepts examined in the study will attempt to demonstrate the dimensions of youth unemployment. It will then be presented recommendations for the prevention of youth unemployment.

Ülkelerin gelişme sürecinde üretim kapasitelerini dolayısıyla istihdam hacimlerini artırmaları oldukça önemlidir. İstihdam sürecinde emek faktörünün bir kısmının dışarıda kalması ekonomileri oldukça önemli bir sorun olan işsizlik sorunuyla karşı karşıya bırakmaktadır. BM, ILO ve benzeri kuruluşlar; 15–24 yaşları arasındaki kişileri genç olarak tanımlamaktadır. Genç işsizlik oranları birçok ülkede önemli boyutlara ulaşmaktadır. Ekonomik Kalkınma ve İşbirliği Örgütü’nün (OECD) “Gençlik, Beceriler ve İstihdam Edilebilirlik” raporu, üye ülkelerdeki genç nüfusun önemli bir kısmının işsizlik sorunuyla karşı karşıya olduğunu göstermektedir. OECD’nin raporuna göre Türkiye'de 15-29 yaş arası gençlerin % 31,3’ü ne istihdam piyasasında yer alıyor, ne eğitim görüyor ne de staj yapıyor. Bu oran OECD ortalamasında ise % 15,5 olarak gerçekleşmiştir. İşsizler içinde gençlerin payının fazla olması nedeniyle genç işsizliğinin incelenmesi ayrı bir önem arz etmektedir. Çalışmada, OECD ve Türkiye’de toplam işsizlik ve genç işsizlik oranlarının değişiminin 2000’den günümüze değişimi incelenecektir. Öncelikle çalışmada istihdamişsizlik kavramları incelenerek genç işsizliğin boyutları ortaya konmaya çalışılacaktır. Daha sonra ise genç işsizliğin önlenmesi için öneriler sunulacaktır.
