SOCIAL POLICIES APPLIED FOR DISADVANTAGED GROUPS IN THE LOCAL GOVERMENTS: EXAMPLE OF ŞANLIURFA METROPOLITAN MUNICIPALITY

Abstract
In the community, social groups that are not able to benefit partly or not at all from the socio-economic opportunities of the country on account of privation and poverty and which need special protection are called disadvantaged groups.Disadvantaged groups include children, youth, elderly people, people with disabilities, migrants, minorities, ex-convicts, women, single parent families and the poor. The protection of these groups need to be protected as private which are provided through social policies implemented by the non-governmental organizations and local governments at first, including State in our country. However, local governments are played an important role and more active in social policy implementations intended for disadvantaged groups. Nowadays, it is seen that municipalities within the local governments especially metropolitan municipalities passed the conception of social municipality and of this conseption is supported by the Metropolitan Municipalities Act 5216 and the Municipality Act 5393. As a result of thanks to both this new conseption and these legal regulations; the municipalities which provided only technical services in the past, are carried out and developing studies to solve the social problems of local people no more. In this study; the example of Şanlıurfa Metropolitan Municipality has been examined the services offered to the disadvantaged groups in the local governments in perspective of the social policy. Our study consists of three main sections and information will be given information about social policy and local governments notions in the first part. Social municipality in the framework of the municipalities in turkey, legal framework of social policy implementations for disadvantaged groups will be examined and the implementation of social policies for disadvantaged groups in local governments in Turkey will be discussed in general. The final part of the study which is the third chapter, Şanlıurfa Metropolitan Municipality Department of Culture and Social Affairs social policy implementations applied to disadvantaged groups will be examined and analyzed.
Özet
Bulunduğu toplum içerisinde; içinde bulunduğu yoksunluk ya da yoksulluk nedeni ile ülkenin sosyo-ekonomik imkânlarından yeteri kadar ya da hiç faydalanamayan ve de özel olarak korunmaya gereksinim duyan sosyal gruplar dezavantajlı gruplar olarak adlandırılmaktadır. Dezavantajlı gruplar içerisinde çocuklar, gençler, yaşlılar, engelliler, göçmenler, azınlıklar, eski hükümlüler, kadınlar, tek ebeveynli aileler ve yoksullar yer almaktadır. Özel olarak üzerinde durulması gereken bu grupların korunması, ülkemizde başta devlet olmak üzere; sivil toplum kuruluşları ve de yerel yönetimler tarafından uygulanan sosyal politikalar aracılığı ile sağlanmaktadır. Ancak yerel yönetimler, dezavantajlı gruplara yönelik uygulanan sosyal politika uygulamalarında daha da aktif ve önemli bir rol oynamaktadır. Çünkü günümüzde yerel yönetimler içerisinde yer alan belediyelerin özellikle de büyükşehir statüsündeki belediyelerin, sosyal devlet ilkesinin bir gerekliliği olarak sosyal belediyecilik anlayışına geçtiği ve bu anlayışın da 5216 sayılı Büyükşehir Belediyesi Kanunu ve de 5393 sayılı Belediye Kanunu ile desteklendiği görülmektedir. Nitekim hem bu yeni anlayış hem de bu yasal düzenlemeler sayesinde; geçmişte sadece teknik hizmetler sunan belediyeler artık yerel halkın sosyal sorunlarının da çözümüne yönelik çalışmalar geliştirmekte ve de yürütmektedirler. Bu çalışmada; yerel yönetimlerde dezavantajlı gruplara yönelik sunulan hizmetler sosyal politika perspektifinde Şanlıurfa Büyükşehir Belediyesi örneği incelenmiştir. Çalışmamız üç ana bölümden oluşup birinci bölümde yerel yönetimler ve sosyal politika kavramları hakkında bilgi verilecektir. İkinci bölümünde ise Türkiye’de sosyal belediyecilik kapsamında belediyelerin, dezavantajlı gruplara yönelik sosyal politika uygulamalarının hukuki çerçevesi incelenip; Türkiye’de yerel yönetimlerde dezavantajlı gruplara yönelik uygulanan sosyal politikalar genel olarak ele alınacaktır. Çalışmanın son bölümü olan üçüncü bölümde ise Şanlıurfa Büyükşehir Belediyesi Kültür ve Sosyal İşler Daire Başkanlığı Biriminin, dezavantajlı gruplara yönelik uygulamış olduğu sosyal politika uygulamaları incelenip analiz edilecektir.
