The Analysis of USA Policy Towards Iran Within the Context of Belt and Road Initiative

Abstract
After the 2008 global Economic Crisis, China’s Marshall Plan proposal is now on the verge to be implemented under the name of Belt and Road Initiative. The project is not just an economic initiative. With the proposition that the economic infrastructure determines the political superstructure, the process evolves into the hegemon-challenger struggle. The United States develops policies against China through the rimland and periphery countries. One of the issues in the USA’s recent Iran policy agenda is the Belt and Road Initiative.

2008 küresel ekonomik kriz sonrası “Çin’in Marshall Planı” adıyla ortaya koyulan öneri, günümüzde Kuşak-Yol Girişimi adıyla uygulanmaya çalışılmaktadır. Dünya ekonomisinin %29’una tekabül eden bu proje, sadece ekonomik boyutu olan bir girişim olarak değerlendirilmemelidir. Ekonomik altyapının politik üst yapıyı belirlediği önermesinden hareketle, süreç hegemon-challenger mücadelesi şekline evrilmektedir. Bu mücadelede hegemon güç ABD, Çin’e karşı kuşak ve çevre ülkeler üzerinden de politikalar geliştirmektedir. Nitekim ABD’nin son dönem İran politikasındaki konulardan biri de Kuşak-Yol Girişimi’dir.
