Local people resisted time to time to the Russian administration. As being one of such resistance movements, the Fergana Events of 1898 were more significant and widespread than the other events. The Fergana resistance was led by a Nakshibendi sheikh called Dükçü Muhammed Ali Sabiroğlu. Thus the events in Fergana were called as Islamic fanaticism by the Russian administration. When the participants and conditions of the period are considered it can be said that the practices introduced by the Russians in 1886 deeply influenced social, economic, religious and political structures. Economic pressures on Kyrgyz people, who used to live in step culture, to accept a sedentary life and the confiscation of their vakf properties can be regarded as the main reason of the events.

Yerel halk zaman zaman Rus idaresine karşı duruş sergilemiştir. Bunlardan etki alanı ve mahiyeti diğerlerine göre oldukça güçlü olan 1898 Fergana Olayları oldukça dikkat çekicidir. Olaylara Nakşibendi tarikatından Dükçü Muhammed Ali Sabiroğlu adında bir şeyh liderlik etmiştir. Bu sebeple Fergana olayları idare tarafından İslami fanatizm olarak nitelendirilmiştir. Olayların failleri ve dönemin şartları değerlendirildiğinde, Rus yönetimi tarafından hayata geçirilen 1886 tarihli ekonomik düzenlemelerin toplumsal, ekonomik, dini ve siyasi dengeleri derinden etkilediği görülmektedir. Bozkır kültüründe yaşayan Kırgızlara yerleşmeleri için yapılan ekonomik baskılar ve vakıflara el konulması, olayların yaşanmasını tetikleyen baş amiller olarak değerlendirilmektedir.
