Forced Migration Process During the 1916 Turkestan National Uprising: From Yedisu to China, From China to Yedisu

Abstract

Tsarist Russia had occupied Turkestan towards the end of the 19th century. Later, their interests had made administrative, social and economic arrangements. Approximately fifty years after the Russian Tsarism took Turkestan under its tutelage, on June 25, 1916, Tsar II. Nikolai issued an edict removing the exemption of Turkestan from military service. With the ukaz published, the people of Turkestan were called to duty for the rear-front services of the Russian army. Russian rulers in Turkestan started the Tsar's Edict almost immediately. However, Turkestan communities, who were exempt from military service until June 25, 1916, objected to this decision first. Russian administrators drafting military worker lists led to protests and subsequent riots. The use of weapons by the tsarist administration to suppress the uprisings further angered the people of Turkestan. This anger turned into rebellion afterwards. The rebellion movement first started in the Samarkand oblast. The revolt soon spread to Sir Derya, Yedisu, Fergana, and the Trans-Caspian oblasts. The revolt that took place in all oblasts of Turkestan thus turned into a national character. All Turkestan communities participated in the Turkestan National Uprising. At the time when the 1916 Turkestan National Revolt first emerged, the participants achieved partial success against the Tsarist regime. However, the intervention in Tsarist Kazan Turkestan turned the course of the implementation of the Turkestan National Revolt in favor of Tsarism. This was followed by the transfer of the declared martial law and Tsarist criminal detachments to the region under the command of the Governor General of Turkestan. Tsarist criticism detachments caused panic in the region. This panic atmosphere and the punishment methods of the Russian troops caused other Turkish communities, especially Kyrgyz, Kazakh, and other Turkestan communities such as Dungan and Sart to migrate to the Chinese borders. The migration was made from the Yedisu oblast to the Chinese (East Turkestan) cities (Kulja and Kashgar). The tsarist regime had the thought of severely punishing both those who participated in the uprising and those who fled to the Chinese side. However, as a result of the 1917 revolution in Russia, Tsarism collapsed and power was taken by the Provisional Government. The new government issued a general amnesty in Turkestan, allowing those who participated in the uprising to return to their homeland from China. In our study, we will consider the migration process from the Yedisu oblast to the Chinese borders during the Tsarist period and the return of the Kyrgyz and Kazakh Turks to their homeland during the Provisional Government, according to Russian documents and reports.

Çarlık Rusya’sı, Türkistan’ı XIX. asrın sonlarına doğru işgal etmiş, işgalin ardından kendi menfaatleri için idari, sosyal ve ekonomik düzenlemeler yapmıştı. Çarlık’ın Türkistan’ı vesayeti altına almasından yaklaşık olarak elli yıl sonra 25 Haziran 1916 senesinde Çar II. Nikolay, Türkistanlılar’ın askerlik hizmetinden muafiyetini kaldıran bir ukaz (ferman) yayınladı. Yayınlanan ukaz ile Türkistanlılar Rus ordusunun cephe gerisi hizmetleri için göreve çağırılmaktaydı. Türkistan’daki Rus idareciler Çar’ın emrini hemen uygulamaya başladılar. Fakat 25 Haziran 1916 tarihinde kadar askerlik hizmetinden muaf olan Türkistan toplulukları bu karara önce itiraz ettiler. Rus idarecilerin askeri işçi listelerini hazırlamaları protestolara ve ardından ayaklanmalara neden oldu. Çarlık idaresinin ayaklanmaları bastırmak için silah kullanması, Türkistanlıları daha da öfkelendirdi ve bu öfke sonrasında isyana dönüştü. İsyan hareketi ilk önce Semerkant oblastında başladı. İsyan kısa süre içinde Sır Derya, Yedisu, Fergana ve Hazar Ötesi oblastlarına sıçradı. Türkistan'ın tüm oblastlarında vuku bulan isyan böylece milli bir karaktere dönüştü. Türkistan Milli Ayaklanması’na tüm Türkistan toplulukları iştirak etti. 1916 Türkistan Milli Ayaklanması ilk ortaya çıktığı sıralarda ayaklananlar Çarlık rejimine karşı kısmi başarılar elde ettiler. Fakat Çarlık’ın Türkistan’daki olaylara müdahalesi Türkistan Milli Ayaklanması’nın seyrini Çarlık lehine döndürdü. Bunu, ilan edilen sıkıyönetim ve Çarlık tenkil müfrezelerinin Türkistan Genel Valisi’nin komutasında bölgeye sevki izledi. Çarlık tenkil müfrezeleri bölgede panik havasına sebep oldu. Bu panik havası ve Rus birliklerinin cezalandırma yöntemleri başta Kırgızlar ve Kazaklar olmak üzere diğer Türk toplulukları ile Dungan ve Sart gibi diğer Türkistan topluluklarının Çin sınırlarına göç etmesine neden oldu. Göç, Yedisu oblastından Çin (Doğu Türkistan) şehirlerine (Kulca, Kaşgar) yapılmıştı. Çarlık rejimi hem ayaklanmaya katılanları hem de Çin tarafına kaçanları ağır şekilde cezalandırmayı düşünmekteydi. Fakat Rusya’da 1917 devrimi sonucu Çarlık yıkılmış ve yönetim Geçici Hükümet’in eline geçmişti. Yeni hükümet Türkistan’da genel af çıkararak ayaklanmaya katılanların Çin’den vatanlarına dönmesine olanak sağlamıştı. Çalışmamızda Çarlık döneminde Yedisu oblastından Çin sınırlarına yapılan göç ve süreci ile Geçici Hükümet döneminde Kırgız ve Kazak Türklerinin vatanlarına dönüşünü Rus belge ve raporlarına göre ele alacağız.
