The Role of Energy in Russia-Turkey Relations During the Period of Putin

Abstract
This study discusses Russia-Turkey relations and the role of energy in these relations during Russian leader Vladimir Putin's presidency. Russia followed a pragmatist and multi-dimensional policy, with Putin as head of state. To ensure Russia's return to its super-power level, Putin has given importance to Russia's effective involvement in many cases affecting the international system. In this policy, Turkey has been one of the countries in which Putin wants to develop relations. Following the United States' intervention in Iraq, elements such as Turkey's refusal to approve the 1 March thesis and Turkey's stance in the 2008 Battle of Georgia have brought Russia closer to Turkey, increasing relations between the two countries in many areas. The conflict between the two countries began with the Arab Spring, which broke out in 2010. In particular, during the civil war process in Syria, the two countries followed different policies and faced serious incidents such as the airplane crisis. The most important area that has not been disrupted in the relations of the two countries has been energy. Russia has become an important actor in the international system, both economically and politically, with the power of its energy sources, and has used energy leverage in its relations with countries where it sells energy resources. Turkey is also one of the key countries in which Russia has a relationship in the context of energy sources. Turkey has an important role in the delivery of energy resources to the world markets, especially through pipelines. For this reason, Russia has made Turkey dependent on itself in the context of energy. Turkey has strengthened its relations with the two countries on energy, as it is an important transit point for Russian natural gas to Europe. Crises in other areas have not damaged the relations of the two countries in the energy field. In this study prepared by the method of literature screening, it was concluded that Turkey became dependent on Russia in terms of energy sources each year.

Bu çalışma, Rus lideri Vladimir Putin’in devlet başkanlığı döneminde Rusya- Türkiye ilişkilerini ve bu ilişkilerde enerjinin sahip olduğu rolü tartışmaktadır. Rusya, Putin’in devlet başkanı olmasıyla birlikte pragmatist ve çok boyutlu bir politika izlemiştir. Putin, Rusya’yı yeniden süper güç haline getirmek için uluslararası sistemde meydana gelen olaylarda daha aktif bir şekilde yer almıştır. Türkiye de Putin’in ilişkilerini kuvvetlendirmek istediği ülkelerden biri olmuştur. Bu süreçte Amerika Birleşik Devletleri’nin Irak’a müdahalesi sonrasında Türkiye’nin 1 Mart tezkeresine onay vermemesi ve 2008 yılındaki Gürcistan Savaşı’ndaki tutumu gibi unsurlar, Rusya’yı Türkiye’ye yakınlaştırarak birçok alanda ilişkilerin artmasını sağlamıştır. 2010’da patlak veren Arap Baharı ile birlikte iki ülke arasında görüş ayrılıkları başlamıştır. Özellikle Suriye’deki iç savaş sürecinde iki ülke farklı politikalar izleyerek uçak krizi gibi çok ciddi olaylarda karşı karşıya gelmişlerdir. İki ülke ilişkilerinde aksama yaşanmayan en önemli alan ise enerji olmuştur. Rusya, sahip olduğu enerji kaynakları sayesinde uluslararası sistemde hem ekonomik hem de siyasi açıdan önemli bir aktör haline gelmekte ve enerji kaynağı sattığı ülkelerle ilişkilerinde de enerji kozunu kullanmaktadır. Türkiye de Rusya’nın enerji kaynakları bağlamında ilişki kurduğu önemli ülkelerden biridir. Türkiye, enerji kaynaklarının dünya piyasalarına özellikle boru hatlarıyla ulaştırılmasında önemli bir role sahiptir. Bu nedenle Rusya, enerji bağlamında Türkiye’yi kendine bağımlı hale getirmiştir. Türkiye, Rus doğal gazının Avrupa’ya gönderilmesinde önemli bir geçiş noktası olması nedeniyle enerji konusunda iki ülke her geçen yıl ilişkilerini güçlendirmişler. Diğer alanlarda yaşanan krizler iki ülkenin enerji alanındaki ilişkilerine zarar vermemiştir. Literatür taraması yöntemiyle hazırlanan bu çalışmada her geçen yıl Türkiye’nin Rusya’ya enerji kaynakları bakımından bağımlı hale geldiği sonucuna ulaşılmıştır.
