Abstract

The Soviet experience sets a unique example in improving the gender equality on several counts. During the existence of the Soviet Union, the questions about the order and improvement of gender still create the current agenda of the academic studies. This study focuses on the historical experience of providing the gender equality and women’s right by means of presenting the observations of government policies, national legislation and execution of the Soviet era in the history of Russia. The study starts with a general perspective about the gender order and women’s status in the Russian society until the October Revolution of 1917 and creation and improvement of women’s movement with in the second half of 19th century and the beginning of 20th century. Then the policies about the women’s right and the gender equality, legal regulations and executions are broken into seperated historical stages. The first stage includes the period from the end of 1917 to the end of 1920. This stage presents the gender order of the Soviet society with the October Revolution. This period includes Bolshevik’s first government policy about women’s right and the gender equality. In this phase how the Soviet government formed the new gender with the revolution and procedures of solving women’s problems will be discussed. In the second stage which is from the end of 1920s to the mid 1950s, how the gender order tranformed under the Stalin regime is discussed. The third stage involves the period from the mid 1950s to the end of 1980s. It contains the period when the gender in Soviet was worn out and the subject of gender equality was reconsidered. This study will present the relation between the gender equality and political regime, society’s attitude and the changes in the status of women and gender. While evaluating the change in the idea of gender equality through the perspectives of the government policy, legal legislation and execution practice in the Soviet Union, the details related to political, legal, financial and social life will also be included.

Özet

Toplumsal cinsiyet eşitliğinin geliştirilmesinde Sovyet deneyimi, birçok açıdan benzersiz bir örnek teşkil etmektedir. Sovyetler Birliği’nin varlığı süresince toplumun cinsiyet düzeninin oluşumu ve gelişimi ile ilgili sorular, hâlen akademik çalışmaların güncel gündemini oluşturmaktadır. Bu çalışma, Rusya tarihinde Sovyet döneminin devlet politikası, ulusal mevzuat ve uygulama pratiğindeki gözlemler ortaya konulmak suretiyle kadın hakları ve kadın erkek eşitliğinin sağlanması konularında tarihsel deneyimine odaklanmaktadır. Çalışmaya, 1917 Ekim Devrimi’ne kadar Rus toplumunda cinsiyet düzeni ve kadınların statüsü ile birlikte XIX. yüzyılın ikinci yarısında ve XX. yüzyılın başlarında ulusal kadın hareketinin oluşumu ve gelişimi hakkında genel bir bakış sunularak giriş yapılmaktadır. Ardından Sovyetler Birliği’nin toplumsal cinsiyet politikaları, yasal düzenlemeleri ve uygulamaları ayrı ayrı tarihsel aşamalara ayrılmaktadır. Birinci aşama, 1917’nin sonundan 1920’lerin sonuna kadar devam eden süreci oluşturmaktadır. İlk aşama, 1917 Ekim Devrimi ile Sovyet toplumsal cinsiyet düzeninin kuruluşunu sunmaktadır. Bu dönem, 1917’de iktidara sahip olan Bolşeviklerin kadın haklarına ve kadın erkek eşitliğine ilişkin ilk devlet politikası deneyimini içermektedir. Burada Ekim Devrimi ile birlikte Sovyet devletinin yeni toplumsal cinsiyet düzenini nasıl yarattığı ve bu bağlamda kadın sorunlarını çözme yöntemleri ele alınacaktır. 1920’lerin sonuyla birlikte 1950’lerin ortasına kadar olan ikinci aşamada, toplumsal cinsiyet düzeninin Stalin rejiminde nasıl bir dönüşüm geçirdiği tartışılmaktadır. Üçüncü aşama ise 1950’lerin ortasından 1980’lerin sonuna denk gelmektedir ve toplumsal cinsiyet sorunlarının yeniden ele alındığı süreci kapsamaktadır. Çalışma, Sovyet döneminde toplumsal cinsiyet ve siyasal rejim arasındaki ilişkiyi, toplumun bir bütün olarak tutumunu ve bunlara bağlı olarak kadının statüsündeki ve toplumsal cinsiyet ilişkileri alanındaki değişimi ortaya koyacaktır. Sovyetler Birliği’nde devlet politikası, yasal mevzuat ve uygulama pratiği perspektifinden toplumsal cinsiyet düzeninin tarihsel evrimi değerlendirilirken söz konusu dönemlere ilişkin politik, yasal, iktisadi ve toplumsal hayata dair ayrıntılara da yer verilecektir.
