The Structure and Institutions of the Gevgeli Province According to Theessaloniki Registires (Salnames) in late Ottoman Era

Abstract
Gevgeli is located in the Greek border in the eastern part of Macedonia. Firstly, it was recorded as a sub-district and county in the Ottoman registers. The main sources of the present study are the Yearbooks and Ottoman Archive documents. Gevgeli County will be evaluated according to the data given in the sources. Firstly, Gevgeli was a sub-district of the Avrat Hisar; however, it became a county of Lankaza District later. Gevgeli made economic and populational progresses after the opening of Skopje - Thessaloniki railway in 1867 and was promoted to the status of being a county. After it was announced as a county, it became a sub-county of Thessaloniki. Muslim and non-Muslims lived here together, which was the case in many Macedonian Counties. In the last periods of the Ottoman State, although the control of administrative institutions was in the hands of Muslims, in areas where the number of non-Muslims was more than that of the Muslims, such as in Gevgeli, non-Muslims were also included in administrative institutions, and even the vice-presidents were chosen from among them. In this study, the administrative structure of Gevgeli, and the changes in this administrative structure and institutions between the periods 1385, when Gevgeli became a county, and 1907 will be discussed according to the yearbooks in the archives.

Osmanlı belgelerinde köy ve nahiye olarak kaydedilen Gevgeli, Makedonya’nın doğu tarafında Yunanistan sınırında yer almaktadır. Gevgeli, ilk kayıtlarda Avrat Hisara bağlı iken daha sonraki süreçte Lankaza Kazası’na bağlı bir nahiye konumundadır. Selanik Üsküp demir yolunun 1867 de açılmasından sonra ekonomik ve nüfus yönünden ilerleme sağlamış ve kaza statüsüne yükselmiştir. Kaza olduktan sonra Selanik Vilayeti’ne bağlanmıştır. Makedonya’nın birçok kazasında olduğu gibi burada da Müslüman ve gayri Müslimler birlikte yaşamıştır. Osmanlının son dönemlerinde idari kurumların kontrolü Müslümanların elinde olmakla birlikte Gayri Müslimlerin sayılarının daha fazla olduğu yerlerde idari kurumlarda Gayri Müslimlerden de personel bulundurulmuş hatta başkan yardımcı vekilleri onlara verilmiştir. Gevgeli’de de aynı durum söz konusudur. Bu çalışmamızda salnamelere göre Gevgeli’nin kaza olmasından 1302 (1385) yılından 1325 (1907) yılına kadar olan süreçte idarî yapısı ve kurumları ve bu yapılarda meydana gelen değişiklikler ele alınacaktır. Araştırmanın ana kaynaklarını salnameler ve Osmanlı Arşiv belgeleri teşkil etmektedir.
