Modernism, Postmodernism and Public Administration Applications in Turkey

Abstract

Modernism is an enlightenment effort. This effort has been reflected in many fields as well as in the management field and has given great importance to objectivity in social and natural sciences and to the integrity and standardization of rules in public administration. It takes care of the development in economy and realism in administrative area. It adopts the hierarchy and defends the centralized administration. Postmodernism almost can be said to open a war to all of them. Postmodernism questions the basic concepts such as objectivity and rationality which form the basis of modernism. It defends the importance of the individual as well as the society and gives importance to the individual in society. Postmodernists argue that individual differences constitute a social whole. Postmodernism is reflected in many areas as well as modernism. In its understanding of public administration, he opposed the bureaucracy and said that management was a waste of stationery. Flexibility, temporary organizations, valuation of human capital, utilization of information technology, participationare the main features of postmodern public administration. In this study, modernism and postmodernism were tried to be explained from the administrative point of view and postmodern applications were discussed.

Modernizm bir aydınlanma çabasıdır. Bu çaba birçok alana yansıdığı gibi yönetim alanına da yansımıştır, sosyal ve doğa bilimlerinde nesnellik bakış açısına, kamu yönetimi anlayışında ise kuralların bütünlüğüne ve standart olmasına büyük önem verir. Ekonomide kalkınmaya, idari alanda gerçekçiliğe dikkat eder. Hiyerarşiyi benimser ve merkeziyetçi yönetimi savunur. Postmodernizm ise bu sayılanların hepsine adeta bir savaş açtığı söylenebilir. Postmodernizm, modernizmin temelini oluşturan nesnellik, akılcılık gibi temel kavramlarını sorgular. Toplum kadar bireyin de önemini savunur ve bireye toplumda önem verir. Postmodernistler, bireysel farklılıkların toplumsal bir bütün oluşturduğunu savunur. Postmodernizm anlayışı modernizm de olduğu gibi birçok alana yansımıştır. Kamu yönetimi anlayışın da bürokrasiye karşı çıkmış ve yönetimi bir kırtasiye israfı olduğunu söylemektedir. Bu yönetimin temel anlayışları, esneklik, geçici örgütlenmeler, beşeri sermayeye değer verme, enformasyon teknolojisinden yararlanma, katılım postmodern kamu yönetiminin ana özellikleridir. Bu çalışmada, modernizm ve postmodernizm anlatılmış, yönetsel bakımdan açıklanmaya çalışılmış ve postmodern uygulamalara yer verilmiştir.
