The relationship between public expenditure and economic growth in Turkey and the new members of the EU: The period of 1996-2008

Abstract

The relationship between public expenditure and economic growth has been researched in the economic field as one of the issues which has been studied most for a long time. The studies about this relationship has accelerated especially since the middle of 1960 corresponding with the developments in the economic structures of the countries. Aside from the developed countries, in Turkey this issue got started to analyse after the second period of 1990th. In this study, the relationship between public expenditure and economic growth in the new member states of the EU and Turkey is handled and it is presented with panel data. In this sense, this relation is firstly tested with the unit root tests of IPS and LLC, and then with Pedroni Cointegration test. According to the econometric model which is produced in this study, both a correlation from economic growth to public expenditure and a correlation from the types of public expenditure (current, investment, transfer) to economic growth are determined in the new members of the EU and Turkey in 1996- 2008.

Özet

Kamu harcamaları ve ekonomik büyüme ilişkisi, ekonomi sahasında üzerinde en fazla çalışmanın yapıldığı konulardan biri olarak uzun yıllardan beri incelenmektedir. Ülkelerin ekonomik yapısında yaşanan gelişmelere paralel olarak söz konusu ilişki üzerinde yapılan çalışmalar da özellikle 1960’lı yılların ortasından sonra hız kazanmıştır. Türkiye’de ise aynı çalışma konusu 1990’lı yılların ikinci yarısından sonra incelenmeye başlamıştır. Bu çalışmada AB’ye son üye olan ülkelerle1 Türkiye’de kamu harcamaları ile ekonomik büyüme ilişkisi ele alınmış ve panel veri tekniğiyle bu ilişki ortaya konulmuştur. Bu bağlamda, öncelikle IPS ve LLC Birim Kök Testleri sonrasında Pedroni Eşbütünleşme Testi yapılmıştır. Kurulan ekonometrik model sonucunda AB’ye son üye olan ülkelerde ve Türkiye’de 1996-2008 döneminde gerek ekonomik büyüme ve kamu harcamaları ve gerekse kamu harcamalarının alt kalemleri olan (cari, yatırım, transfer) harcamalarla ekonomik büyüme arasında bir ilişkinin olduğu tespit edilmiştir.
