“First” budget of the republic: Enthusiasm, pride and anxiety

Abstract

During the discussions of budget laws in parliaments, traditionally, it is argued that how much will be allocated to which public services. On October 29th, 1923, immediately after proclamation of the Republic, the first budget of the Republic (1924/1340) was discussed in the parliament. The Enthusiasm of proclamation of the Republic was still alive but the Caliphate had not been abolished yet. Certain points which were vital (caliphate, education, courts and charity foundations called “wakf”) to the political regime issue were debated at great length. Everyone had the pride of proclamation of the Republic, enthusiasm was lasting. The issue whether the new state would be successful in the fields of politics, economics, culture and diplomacy caused some members of the Parliament concern even a little.

Özet

Bütçe yasalarının parlamentoda görüşülmesi esnasında, geleneksel olarak, kamu hizmetlerinden hangilerine ne miktarda ödenek verileceği tartışılır. 29 Ekim 1923 tarihinde Cumhuriyetin ilan edilmesinden kısa bir süre sonra “ilk” Cumhuriyet bütçesi (1924/1340) parlamentoda görüşülmeye başlanmıştır. Cumhuriyet ilanının coşkusu sürmektedir ama henüz Hilâfet kaldırılmamıştır. Siyasal rejim sorunu bakımından çok önemli bazı konular (hilâfet, öğretim, mahkemeler ve vakıflar) bu bütçe görüşmeleri esnasında uzun uzadıya tartışılmıştır. Cumhuriyeti ilan etmenin gururunu herkes taşımaktadır, coşku sürmektedir. Yeni devletin siyasal, ekonomik, kültürel ve diplomatik alanlarda başarılı olup olmayacağı konusu kimi milletvekillerini az da olsa kaygılandırmaktadır.
