Evaluation of Current Situation and Expectations on the Employment and Authorization of Gas and Installation Technician

Gaz ve Tesisat Teknikerlerinin İstihdam ve Yetkilendirilmesinde Mevcut Durum ve Beklentilerin Değerlendirilmesi

Abstract

Since 1988, when natural gas has started to be used in city lines and industrial areas in our country, it has improved considerably in terms of infrastructure and interior installation. After the natural gas started to be used, new requirements and employment areas emerged, especially in the heating and plumbing sectors. With the increase in the number of natural gas installations and gas consumption devices, the need for specialized personnel has increased. Natural gas technical specifications and the necessary authorization conditions for the sector indicate that this new trend has been meticulously determined at the outset. There is a requirement to be a certified master in interior and exterior plumbing (welding and threaded connection) as regards installation process operations. However, there is a lack of authority in many subjects such as natural gas project drawing, gas leakage control and device maintenance/repair work. Natural gas technicians with professional competence are not defined as qualified employees for such activities. In this work we have done, it is seen that there are a lot of jobs that natural gas technicians need to do in the activities of the institutions operating in the natural gas sector and that they will increase the quality of service significantly in the workplaces they are affiliated with their authorization and also they can meet the needs such as installation maintenance, repair and control in public institutions. Thus, with the provision of vocational qualification, inadequate employment in terms of knowledge and skills will be avoided in such activities.

Özet

Ülkemizde doğalgaz, şehir hatlarında ve sanayi alanında kullanılmaya başlandığı 1988 yılından itibaren altyapı ve iç tesisat konusunda oldukça gelişme göstermiştir. Doğalgazın kullanılmaya başlamasından sonra özellikle ısıtma ve tesisatçılık sektörlerinde yeni gereksinimler ve istihdam alanları ortaya çıkmıştır. Doğalgaz tesisatları ve gaz tüketim cihazlarının sayısındaki artış ile birlikte alanında uzman elemanlara ihtiyaç artmıştır. Doğalgaz teknik şartnameleri ve sektör için gerekli yetkilendirme koşulları, bu yeni akımın başlangıcında titizlikle belirlendiğini göstermektedir. Tehlikeli madde olarak değerlendirilen doğal gazın tesisatçılığı ve projelendirilmesi konusunda makine mühendislerine yetki verilmiştir. Tesisat uygulama işlemleri konusunda ise iç ve dış tesisat ustalığı (kaynak ve dişli bağlantı) konusunda sertifikalı usta olma koşulu vardır. Ancak doğalgaz proje çizimi, gaz kaçak kontrol elemanı ve cihaz bakım/onarım işleri gibi pek çok konuda yetki boşluğu bulunmaktadır. Mesleki yeterliliğe sahip doğalgaz teknikerleri söz konusu faaliyetler için nitelikli elaman olarak tanımlanmamıştır. Yaptığımız bu çalışmada, doğalgaz sektöründe faaliyet gösteren kurum ve kuruluşların faaliyetlerinde doğalgaz teknikerinin yapması gereken pek çok iş olduğu ve yetkilendirilmesi ile birlikte bağlı bulundukları iş yerlerinde hizmet kalitesini önemli ölçüde artıracağı anlaşılmıştır. Ayrıca kamu kurum ve kuruluşlarında tesisat bakım, onarım ve kontrol gibi konularda ihtiyaçları karşılayabileceği görülmüştür. Böylece, mesleki yeterliliğin sağlanması ile birlikte söz konusu faaliyetlerde bilgi ve beceri bakımından yetersiz istihdamın önüne geçilmiş olacaktır.
