The effect of internet use to tax revenue: An empirical analysis for OECD countries

Abstract
Global economic developments have induced a rapid increase in the level of the welfare of the individuals. In line with the economic developments, the increase in the welfare level of the individuals boost the consumption of goods and services. Moreover, it has brought on new goods and services. With the overwhelming role of technology in our daily lives, the internet use has become an essential need. The significance of the internet and the increase in the use of internet has obliged the employment of internet in the public sector. This development experienced in this vein has intensely affected each level of the government. Consequently, it can be asserted that the expansion of the internet use in the government institutions contribute to the tax collection capacity. The impact of the internet use in 34 OECD member countries on the tax revenues of these countries has been explored using panel data analysis in this study to find out whether the increase in the internet use has influence on the tax revenues of the government.
Özet
Günümüzde yaşanan küresel ekonomik gelişim bireylerin refah seviyelerinde hızlı artışlara neden olmaktadır. Bireylerin refah seviyelerinde ortaya çıkan bu artışlar ekonomik gelişmelere paralel olarak mal ve hizmet tüketimlerini arttırmış, bunun yanı sıra yeni mal ve hizmetleri de ortaya çıkarmıştır. Teknolojinin günlük hayatımızdaki hızla artan rolü ile birlikte internet kullanımı önemli bir ihtiyaç haline gelmiştir. İnternetin önemi ve kullanımında yaşanan artış süreci kamu kesiminde internet kullanımını zorunlu kılmıştır. Bu bağlamda, yaşanan bu gelişme devletin her kademesini de ciddi düzeyde etkilemiştir. Dolayısıyla devlet kurumlarının internet kullanımındaki gelişiminin vergi toplama kapasitesi üzerinde de olumlu etkiler yarattığı açıkça ifade edilebilir. Bu çalışmada, OECD üyesi 34 ülkedeki internet kullanımının bu ülkelerin vergi gelirleri üzerindeki etkisi panel veri analizi yardımıyla incelenerek, internet kullanımındaki artışın devletin vergi gelirleri üzerinde etkili olup olmadığı analiz edilmiştir.
