AN “UNNATURAL” CHILD PROTECTION MODEL: SOS CHILDREN’S VILLAGES AND ITS IMPLEMENTATION IN TURKEY

Abstract
Although the family is the most natural and ideal environment for children to grow in, some children have to live away from their families for various reasons. According to international and national legislation, it is the responsibility of the state to identify and protect children who are deprived of parental care and help them to access alternative service models. In addition to public institutions, there are non-governmental organizations across the world that provide services to children in need of protection.In this study, the International SOS Children Villages, which is one of the organizations that provides worldwide services to the children deprived of parental care, will be examined with a critical approach in terms of its services to children in need of care, organizational models and practices in Turkey.International SOS children village model consists of four components: “mothers, sisters and brothers, house and village" . International SOS asserts that this model creates a "real" family environment for children deprived of parental care. As of the end of 2017, the International SOS continues to provide services to 572 Children's Village and 81.700 children and young people in Africa, America, Asia and Oceania and Europe. This study, which examines the International Children Villages from a critical perspective and from the perspective of children rights, is expected to contribute to a better understanding of SOS Child Care Models and their efforts in the field of child welfare.
Özet
Aile, çocukların büyümeleri için doğal ve ideal ortam olmasına rağmen bazı çocuklar çeşitli nedenlerle aile bakımından yoksun yaşamak zorunda kalmaktadır. Uluslararası ve ulusal mevzuata göre, ebeveyn bakımından yoksun olan korunmaya muhtaç çocukların tespiti, korunması ve alternatif hizmet modellerinden faydalandırılması kamunun sorumluluğundadır. Bununla birlikte, kamu kurumlarının yanı sıra korunmaya muhtaç çocuklara küresel ölçekte hizmet sunan sivil toplum örgütleri de bulunmaktadır. Bu çalışmada, ebeveyn bakımından yoksun çocuklara dünya genelinde hizmet sunan sivil toplum örgütlerinden biri olan Uluslararası SOS Çocuk Köylerinin korunmaya muhtaç çocuklara yönelik hizmetleri, kuruluş modeli ve Türkiye’deki uygulamaları eleştirel bir yaklaşımla ele alınacaktır. Uluslararası SOS çocuk köyü modeli “anne, kız ve erkek kardeşler, ev ve köy” olmak üzere dört bileşenden oluşmaktadır. Uluslararası SOS, bu model ile ebeveyn bakımından yoksun çocuklara “gerçek” bir aile ortamı oluşturduğunu iddia etmektedir. Uluslararası SOS, 2017 yılı sonu itibariyle Afrika, Amerika, Asya ve Okyanusya ve Avrupa’da 572 Çocuk Köyü ile 81.700 çocuk ve gence hizmet vermeye devam etmektedir. Uluslararası Çocuk Köylerini eleştirel bir yaklaşım ve çocuk hakları perspektifinden ele alan bu çalışmanın, SOS Çocuk Koruma modellerinin daha iyi anlaşılmasına ve çocuk refahı alanındaki çalışmalara katkı sağlanması beklenmektedir.
