The classical origins of modern fiscal theory: Fiscal thought from Ibn Khaldun to “Post-Cameralism”

Abstract

Problems arising in modern fiscal theory can be defined as disciplinarization, technicism and specialization. In the field of fiscal theory, two tendencies have generally appeared to overcome these problems. These are interdisciplinary studies like fiscal sociology and fiscal politics, and investigations into the classical thoughts underlying the modern fiscal theory. In the junction of these two tendencies of modern fiscal theory, the fiscal thought of Ibn Khaldun and cameralism take the most attention today. This paper focuses on Ibn Khaldun and cameralism and examines the influence of classical fiscal theories on modern fiscal thought and how these classical theories are interpreted today.

Özet

Modern maliye teorisinde ortaya çıkan sorunlar disiplinleşme, teknikleşme ve uzmanlaşma olarak tanımlanabilir. Bu sorunları aşma yolunda maliye teorisi alanında esas olarak iki yönelim belirmiştir. Bunlar mali sosyoloji ve mali siyaset gibi disiplinlerarası çalışmalar ile modern maliye teorisinin klasik kökenlerindeki düşüncelere yönelik araştırmalardır. İbni Haldun’un ve kameralizmin maliye düşüncesi modern maliye teorisinin bu iki yöneliminin kesişiminde günümüzde en çok dikkati çeken maliye teorileridir. Bu çalışma İbni Haldun’u ve kameralizmi odağa alarak klasik maliye teorilerinin günümüz modern maliye düşüncesine etkisini ve bu klasik teorilerin günümüzde nasıl yorumlandığını incelemektedir.
