Theoretical Approaches to the Tax State

Abstract
This paper examines four essential theoreticians of the critical theory of finance J.Schumpeter, R.Goldscheid, J.Buchanan and J.O’Connor- in the context of their thoughts on the tax state and its crisis. The criticism that these theoreticians have raised against the mainstream finance theories and the radical transformations that they have created in the field of public finance are considered in the realm of political economy. Accordingly, their varied critical analyses of the crisis of the tax state are explained according to the relation that they establish between finance, economics and politics. The paper takes up these theoreticians’ analyses of the tax state and its crisis in relation to their influential effects on public finance theory,theoretical frameworks and specific questions. With this aim, the paper presents a comparative theoretical framework in order to interpret the crises of capitalism in the 20th century and the present crisis in the context of the tax state.

Bu çalışma eleştirel maliye teorisinin dört önemli kuramcısını -J.Schumpeter, R.Goldscheid, J.Buchanan ve J.O’Connor- vergi devleti ve krizi üzerine düşünceleri bağlamında incelemektedir. Bu kuramcıların anaakım maliye teorilerine getirdikleri eleştiri ve maliye alanında yarattıkları köklü dönüşümler ekonomi politik düşüncenin kapsamı içine değerlendirilir. Bu bakımdan vergi devletinin krizine yönelik farklılaşan eleştirel çözümlemeleri maliye, ekonomi ve siyaset arasında kurdukları ilişkiye göre açıklanmaktadır. Çalışma bu kuramcıların vergi devletine ve krizine dair eleştirel çözümlemelerini maliye kuramında yarattıkları güçlü etkileri, kuramsal çerçeveleri ve spesifik sorunsallarıyla ele almaktadır. Bu amacıyla çalışma 20. yüzyıldaki kapitalizmin krizlerini ve günümüz krizini vergi devleti bağlamında yorumlamak için karşılaştırmalı bir kuramsal çerçeve sunmaktadır.
