Public Entrepreneurship and Effectiveness of Competition and Employment Policies

Abstract

This study evaluates the employment strategy in the context of recent technological advances and changes in entrepreneurial concepts and examines reflections of this on Turkey. Public policies that aim to increase the level of employment without focusing on entrepreneurship leave the economy behind in the race toward a more technology-oriented society. The basic problem of the employment policy is the emphasis on short-term goals at the expense of long-term policies. In this environment, "finding jobs" takes priority over "creating jobs". Employment policy, should give more weight to the promotion of entrepreneurship in order to succeed in the longrun.

Bu çalışma, istihdam stratejilerini, teknolojik gelişmeler ve girişimcilik kavramının aldığı yeni anlam çerçevesinde ele almakta ve Türkiye açısından yansımalarını incelemektedir. Rekabetin girişimcilik üzerine yerleştiği, teknolojinin hızla geliştiği bir dönemde, istihdamı sayı olarak en yüksek düzeye çıkarmaya çalışan politikalar uzun dönemde, ekonomiyi teknolojik gelişmenin gerisinde bırakmaktadır. İstihdam politikalarının en temel sorunu, girişimciliğin teşviki ile istihdamın teşviki arasındaki tercihten dolayı kısa vadeli amaçların, uzun dönemli kazanımların göz ardı edilebilmesine yol açmasıdır. "İş bulmak", "iş yaratmak"ın önüne geçmektedir. İstihdam politikası, uzun vadede başarılı olmak isteniyorsa girişimciliğin teşvikine daha fazla ağırlık vermelidir.
