OTTOMAN-ARMENIAN INTRICATE RELATIONS WITH WESTERN POWERS AT THE END OF THE FIRST WORLD WAR

Abstract

When the First World War had brought Europe’s two imperialistblocks face to face, sharing of the Ottoman Empire existed within both blocks’convergent interests. While the Empire reached an agreement with Germanyand entered the war on the side of the Central Powers, the radical OttomanArmenians evolved into an armed power ready to support the Allied Powers These, with the hope of creating an independent Armenia encompassing the Turkish villages in Eastern Anatolia, provided support to the Allied Powers, especially on the Russian front, with enthusiasm. Wilson’s Principles, declared by the end of the war, and the seventh point, open to interpretation, of the Mondros Ceasefire Agreement concluded after the Ottoman defeat had increased their hopes. But, the attitude of the Bolshevik administration which was created after the Russian Revolution, and the Turkish nationalists’ resistance of the invasions following the Mondros Ceasefire, has led to the Allied Powers to deal with the Armenian desires with more caution during the Paris Peace Conference. However, the representatives of the Axis have agreed that the Armenian wishes cannot be fulfilled after seeing the Turkish resistance transforming into an organized war of independence under the leadership of Mustafa Kemal Pasha and the Armenians being defeated in the East to the Turkish powers. Although the allies have maintained their attitudes in response to this compromise all throughout the Paris Conference, Armenians’ hopes for the creation of an independent state compromising Eastern Anatolia have continued until the signing of the Lausanne Treaty on July 23, 1923.

Özet

Birinci Dünya Savaşı Avrupa’nın iki emperyalist bloğunu karşı karşıyagetirdiğinde, Osmanlı İmparatorluğu’nun paylaşılması her ikisinin de çakışançıkarları arasında yer almaktaydı. İmparatorluk Almanya ile anlaşıp İttifakDevletleri’nin yanında savaşa girerken Osmanlı Ermenilerinin radikalleri İtilafbloğunu desteklemeye hazır bir silahlı güç haline gelmişlerdi. Bu kesim, DoğuAnadolu’daki Türk vilayetlerini de içeren bağımsız bir Ermenistan kurulmasıumuduyla, savaşta özellikle Rus cephesinde İtilaf Devletlerine büyük birheyecanla destek vermişlerdi. Savaşın sonunu getirmek üzere duyurulan WilsonPrensipleri ve Osmanlı’nın yenilgisini izleyen Mondros Silah Bırakışması’nınyoruma açık yedinci maddesi, bu umutlarını arttırmıştı. Ancak, Rus Devrimiylekurulan Bolşevik yönetiminin tutumu ve Türk milliyetçilerin Mondros’u izleyenişgallere karşı direnişleri, İtilaf Devletleri’nin Paris Barış Konferansı sırasındaErmeni isteklerini daha dikkatle ele almalarına yol açtı. Ne var ki Türkdirenişinin Mustafa Kemal Paşa’nın önderliğinde düzenli bir bağımsızlıksavaşına dönüşmesi ve Ermenilerin Doğu’da ulusal Türk güçlerine yenilmesikarşısında İtilaf temsilcileri Ermeni isteklerinin gerçekleştirilemeyeceğindeuzlaştılar. Müttefikler Ermeni heyetine karşı bu uzlaşmanın gerektirdiğitutumlarını Paris Konferansı boyunca sürdürdülerse de Ermenilerin DoğuAnadolu’yu da içeren bağımsız bir devlet kurma umutları 23 Temmuz 1923tarihinde Lozan Antlaşması’nın imzalanışına kadar sürdü
