Gender equality according to education policies: analysis of political communication texts in Turkey

Abstract
In the present study, the notions of gender equality, education policy and political communication will be analyzed in their triangular relation and in the same research problematic. Who says “political communication” says “education policy”, who says “education policy” says “gender equality”. There is a causal relationship between these notions of “communication”, “politics” and “education”. The nature of political communication activities requires it and the whole is undoubtedly interdependent. Taking into account the sociopolitical features of Turkish context, we should discuss if and how the political communication activities influence the gender equality within the framework of education policies in Turkey. How does this triangular relationship turn the gender equality into an ideological product within the framework education policies in Turkey? We will analyze the political communication texts in Turkish context, such as the party programs (AK Parti, CHP, HDP, MHP and İYİ Parti) and their electoral manifestos relating to the General Elections of June 24, 2018 in Turkey. This study will show the role of political communication in the determination and the application process of gender-based education policies in Turkey.
Özet
Söz konusu çalışmada, toplumsal cinsiyet eşitliği, eğitim politikası ve siyasal iletişim kavramları kendi içlerinde oluşturdukları üçgende (aynı araştırma sorunsalında) ele alınacaktır. “Siyasal iletişim” deyince akıllara “eğitim politikası”, “eğitim politikası” deyince ise “toplumsal cinsiyet eşitliği” gelmektedir. Siyasal iletişim çalışmalarının doğası bunu gerektirir ve hiç şüphesizdir ki bu kavramlar birbirine doğrudan bağlıdır: “İletişim”, “siyaset” ve “eğitim” kavramları arasında bir neden-sonuç ilişkisi vardır. Dolayısıyla bu çalışmada, Türkiye’nin toplumsal ve siyasal bağlamı göz önünde alınarak, siyasal iletişim çalışmalarının eğitim politikalarında toplumsal cinsiyet eşitliğini ne ölçüde ve hangi yönde etkilediği tartışılacaktır.Bir başka deyişle, bu nedensel ilişki, Türk eğitim politikaları çerçevesinde toplumsal cinsiyet eşitliği olgusundan nasıl ideolojik bir ürün yaratmaktadır? Söz konusu çalışmada, Türkiye’de siyasi partilerin (AK Parti, CHP, HDP, MHP ve İYİ Parti) programları ve bu partilerin 24 Haziran 2018 Genel Seçimleri ile ilgili hazırladıkları seçim bildirgeleri başta olmak üzere çeşitli siyasal iletişim metinleri incelenecektir. Araştırmanın sonucunda ise Türkiye’de toplumsal cinsiyet eşitliğine dayalı olarak eğitim politikalarının belirlenmesinde ve uygulanmasında siyasal iletişimin önemi savunulacaktır.
