Power and Security Policies of Iran in the Middle East in the Context of Sect and Identity

Abstract
States substantially shape their geopolitical positions, power, and security policies through their geopolitical positions, geopolitical imagery, geopolitical codes and the rhetoric and build their national identities and foreign policies on the basis of their geographical locations. Strategic depth and hinterlands motivate states to become revisionist or compel them to become a status quo player. From the perspective of Iran, Shi’a Islam is the basic reference of geopolitical codes and the factor which forces Iran to pursue proactive policy in all geographical areas where the Shiites exist. The construction of Shia identity is the source of Iranian power and the Shi’a geopolitics is the basis of its security. The article is analyzing the concepts of power and security by examining the intensive effect of realism and constructivism in Iranian foreign policy.

Devletler, büyük oranda jeopolitik konumları, jeopolitik tahayyülleri, jeopolitik kodları ve jeopolitik çerçeveye soktukları söylemleri ile güç ve güvenlik politikalarını şekillendirir ve mevcut coğrafi konumları temelinde ulusal kimliklerini ve dış politikalarını inşa ederler. Stratejik derinlik ve hinterlandları, onları ya motive ederek revizyonizme sürükler ya da rasyonalize ederek statükocu davranmaya iter. Bu noktada çalışmamızın temel aktörü olan İran açısından bölge bağlamında geliştirilen jeopolitik kodların en temel referans nesnesi olarak Şia, Şiiliğin hüküm sürdüğü tüm alanlarda ve coğrafyalarda İran’ın proaktif olarak var olmasının koşulunu oluşturan ciddi bir etmen olarak karşımıza çıkmaktadır. Zikredilen mezhep bağlamlı inşa edilen kimlik, gücün; Şii jeopolitiği ise güvenliğin temel dinamiğini oluşturmaktadır. Makalede realizm ve konstrüktivizmin İran dış politikasındaki yoğun etkisi tartışılacaktır.
