The Effect of International Developments on Turkey Vision of Architectural Policy Architecture Policies of TMMOB Chamber of Architects at the 1990-2005 Period

Abstract
Realities are social constructions. A reality can only be grasped by associating it with the process in which it exists, and by developing the action of that reality. In this context, policymaking is a form of understanding reality. Starting with the ‘1986 Istanbul Declaration’, especially with the organizations of the ‘Turkey Architecture Symposium’ and ‘National Architecture Awards’, the defining reality of architecture and the related policies produced in Turkey. In this study, in the texts that published in the journal of ‘Mimarlık’ in the last thirty years; The activities developed for organizing the profession, defining the professional problems and overcoming the problems were analysed in ‘Mimarlık’ by scanning the publications of this journal. This paper demonstrates that the discourse, activity and organization efforts of the Chamber of Architects for policy development have developed in line with the UIA since the 1990 Union of International Architects (UIA) Montreal declaration.
Özet
Gerçeklikler toplumsal inşalardır. Bir gerçeklik ancak gerçekliği var eden, içinde varlık bulduğu süreç ile ilişkilendirilerek ve o gerçekliğe ilişkin eylem geliştirilerek kavranır. Bu bağlamda politika üretmek bir tür gerçekliği kavrama biçimidir. Türkiye'de de, ‘1986 Bursa Deklarasyonu’ndan başlayarak, gerçekleştirilen Türkiye Mimarlığı Sempozyumları ve Ulusal Mimarlık Ödülleri organizasyonları başta olmak üzere, Türkiye Mimarlığının gerçekliğini tanımlama ve buna ilişkin politika üretildiği görülür. Bu çalışmada, son otuz yılda Mimarlık Dergisi’nde yayınlanan metinlerde; meslek alanını örgütleme, meslek sorunlarını tanımlama ve sorunların üstesinden gelmeye yönelik, geliştirilen faaliyetler Mimarlık Dergisi yayınları taranarak analiz edilmiştir. Bu makale, Mimarlar Odası’nın politika geliştirmeye yönelik söylem, etkinlik ve örgütlenme çalışmalarını, 1990 Union of International Architects (UIA) Montreal bildirisinden itibaren UIA ile uyumlu biçimde geliştiğini ortaya koymaktadır.
