Abstract
This article presents the changes occuring in Turkish public sector and the reflections of these changes in different public sector reform processes through the axis of globalization regionalization and localization In this context successes and failues of public sector reform implementations are evaluated with reference to good governance principles with a view to provide food for thought for the future The basis of this evaluataion is to focus on actual implemetations of reforms Key words: Public Sector Reform Governance Participation
Özet
Bu makalede küreselleşme, bölgeselleşme ve yerelleşme ekseninde, iyi yönetişim ilkelerinin kamu reform sürecine dahil edilmesi sonucu Türkiye’de kamu yönetiminde yaşanan değişim ve bu değişimin farklı kamu yönetimi süreçlerindeki yansımaları ele alınmaktadır. Bu çerçevede iyi yönetişim ilkelerine referansla uygulamadaki başarılı ve eksik yönler tartışılarak gelecekteki reform süreçleri bakımından bir durum değerlendirilmesi yapılmaktadır. Bu değerlendirmenin en temel dayanağı kamu reformu uygulamalarına dair perspektifin uygulama odaklı olmasıdır.
