Examination of the Regulation on Selection and Assignment of Managers to Educational Institutions Affiliated to the Ministry of National Education, published in 2021, in the context of the 2023 Education Vision

Abstract
In 2021, the Ministry of National Education published a Regulation on the Selection and Appointment of Managers to Educational Institutions. In this research, the aforementioned regulation has been examined within the framework of 11 goals that are grouped under four headings for managers in the 2023 Education Vision. While it is observed that there are regulations regarding five of these targets in the regulation, there is no regulation regarding five targets. A target, on the other hand, was not taken into consideration as it is at the law level.
Özet
2021 yılında Millî Eğitim Bakanlığı tarafından Eğitim Kurumlarına Yönetici Seçme ve Görevlendirme Yönetmeliği yayımlamıştır. Bu araştırmada, söz konusu yönetmelik, 2023 Eğitim Vizyonu’nda yöneticilere yönelik dört başlık altında toplanmış 11 hedef çerçevesinde incelenmiştir. Yönetmelikte bu hedeflerden beşi ile ilgili düzenlemelerin olduğu görülürken, beş hedef ile ilgili düzenleme bulunmamaktadır. Bir hedef ise kanun düzeyinde olduğu için değerlendirmeye alınmamıştır.
