Practices for the Subject of Düvel-i Muhasama in the World War I

Abstract
The World War I is such a war that the conflicts not limited to the front-line and battlefield, and the rear front is as important as the fields that conflicts occur. Due to the characteristic of the war, Ottoman Empire tried to coordinate the hinterland, which will finance the front with material and moral elements, with the help of the extraordinary psychology of war. The main purpose of that coordination process is to gain “common prosperity” approach instead of “public salvation” which is a manifestation of process of peace policy. In paralel with such an aims and objectives, Ottoman Empire actualized its own political, economic and social initiatives, while respecting the human sensitivity, to the people of the enemy within its limits in spite of the extraordinary conditions of the war.

I.Dünya Savaşı, çatışmaların sadece cephe ve savaş meydanları ile sınırlı olmadığı, en az çatışmanın vuku bulduğu sahalar kadar cephe gerisinin de önem kazandığı “topyekûn” bir savaş olmuştur. Savaşın bu niteliğinden dolayı, Devlet-i Ali Osmanî, cepheyi maddi ve manevi unsurlar ile finanse etme adına cephe gerisini, savaşın olağanüstü psikolojisi ile tanzim etmeye çalışmıştır. Bu tanzim sürecinin ana gayesi, sükûn süreci politikalarının bir tezahürü olan “umumi saadet” anlayışı yerine, “umumi selamet” olmuştur. Devlet-i Ali Osmanî, böyle bir gaye ve hedef paralelinde kendi sınırları dâhilinde, savaşın paydaşlarına mensup kendinden olmayan “Düvel-i Muhasama Tebaa”sına yönelik siyasi, iktisadi ve içtimai olarak idari inisiyatifini savaş ortamının olağanüstü şartlarına rağmen insani hassasiyetlere riayet ederek gerçekleştirmiştir.
