Abstract

World War II diplomacy was a period of diplomacy in which different balances were considered for each state. In a state that is difficult to maintain this delicate diplomacy thanks to its strategic position it had been in doubt Turkey. Although Turkey, led by Ismet Inönü, has built its foreign policy on being neutral in this process. The Axis and allied powers that participated in the World War II have engaged in intense political pressure and efforts to involve Turkey in the war. However, participating in the World War II the Axis and Allied powers in Turkey to have entered into intense political pressure and efforts to incorporate their side in the war. On the other hand, Turkish foreign policy has moved to both sides in a balanced and cautious manner. Turkey, which offered especially pull and alliances to meet the needs of military equipment, which will reduce the war itself was conducted in a difficult situation in this axis. In this study, the Allied response to the Group of efforts to involve Britain's Turkey in the war, Turkey in order to provide some military supplies and logistics required by the General Mehmet Sirri Seyrek details the work of the delegation went to Egypt and England in Rare presidency were discussed. The study was prepared by examining the report of the head of the delegation, General M. Sırrı Seyrek, to the Ministry of National Defense.

Özet

II. Dünya Savaşı diplomasisi her devlet için farklı dengelerin birlikte düşünüldüğü bir diplomasi dönemi olmuştur. Sahip olduğu stratejik konumu sayesinde bu hassas diplomasiyi sürdürmek zorunda olan bir devlet de şüphesiz Türkiye idi. İsmet İnönü liderliğindeki Türkiye, bu süreçte dış politikasını her ne kadar tarafsız kalmak üzerine inşa etmişse de II. Dünya Savaşı’na katılan Mihver ve Müttefik devletler, Türkiye’yi savaşa yanlarında dâhil etmek için yoğun siyasi baskı ve çabalar içerisine girmişlerdir. Buna karşılık Türk dış politikası her iki tarafa dengeli ve temkinli bir tarzda idare edilmiştir. Türkiye, özellikle çekindiği ve savaşta kendisini zor duruma düşürecek olan askeri teçhizat ihtiyacını karşılamak için ittifak tekliflerini bu eksende yürütmüştür. Müttefik grubundan İngiltere’nin Türkiye’yi savaşa dâhil etme çabalarına karşılık, Türkiye savaşa girmeden önce askeri malzeme ihtiyacını gidermeyi istemekteydi. Bu amaçla ihtiyaç duyduğu bir kısım askeri malzeme ve lojistiği temin etmek amacıyla General Mehmet Sırrı Seyrek başkanlığında Mısır ve İngiltere’ye giden heyetin temasları bu çalışmada ayrıntıları ele alınmıştır. Çalışma, heyet başkanı General M. Sırrı Seyrek’in Milli Müdafaa Vekâleti’ne sunduğu raporun incelenmesiyle hazırlanmıştır.
