On the issue of opening a representative office ofthe Congress of Baku Oil Industrialists in St. Petersburg

Bakı Neft Sənayeçiləri Qurultayının Peterburqda nümayəndəliyinin açılması məsələsinə dair

Abstract

The paper deals with the establishment of a permanent representative body of the Congress of Oil Industrialists in St. Petersburg (Petrograd) at congresses of Baku Oil Industrialists and at meetings of the Congress Council held at the beginning of the 20th century. Owing to disagreements between representatives of large firms operating in the oil industry with representatives of small and medium-sized firms during the period under review, this issue could not be resolved. Though the fact that representatives of small and medium-sized firms in their reports came out with the principle that all firms in oil industry have equal rights in the representative office, the opening of which was envisaged, representatives of large firms that included the Baku oil industry in their monopolies did not allow this business to be carried out.

Məqalədə XX əsrin əvvəllərində keçirilən Bakı neft sənayeçiləri qurultaylarında və qurultay Şurasının iclaslarında neft sənayeçilərinin Peterburqda (Petroqradda) daimi nümayəndəlik orqanının açılması məsələsinin müzakirə olunmasından bəhs olunur. Bəhs olunan dövrdə neft sənayesində fəaliyyət göstərən iri firma nümayəndələri ilə xırda və orta firma nümayəndələri arasındakı fikir ayrılıqları səbəbindən bu məsələ öz həllini tapa bilməmişdir. Xırda və orta firma nümayəndələri öz təqdim etdikləri məruzələrində açılması nəzərdə tutulan nümayəndəlikdə bütün neft sənayesi firmalarının bərabər hüquqlara malik olmaları prinsipindən çıxış etsələr də, Bakı neft sənayesini öz inhisarları altına almış iri firma nümayəndələri bu işin həyata keçirilməsinə imkan verməmişdilər.
