DEVELOPMENT AGENCIES AND SOCIO-ECONOMIC POLICIES: IN THE EXAMPLE OF EASTERN ANATOLIAN AND SERHAT DEVELOPMENT AGENCIES

Abstract
As it is known, development agencies are the units which determine sectoral and overall development problems, detect opportunties and solutions for their solutions and support the projects that develop them in order to realize regional development. In Turkey, these organizations have been begun to found with the formation of legal basis in 2006 and in a short span of time, development agencies have actively become to carry their activities in 26 regions today. The elimination of regional imbalances, easing of income inequality, sprading of development to the local and social demands towards balanced share of national income besides the impact of the European Union have also been very effective in maintaining the process successfully In this study, general information will be given about the development agencies with such important functions, problematical issues will be discussed and it will be carried out the evaluation regarding how these organizations can become more active in the implementation of social economic policies. In this context, the Eastern Anatolia and Serhat Development Agencies will be examined specifically and by giving general information on these organizations, it will be made asessments regarding how these organizations contribute to the implementation of social economic policies in the region recently.
Özet
Bilindiği gibi kalkınma ajansları; sektörel ve genel kalkınma sorunlarını belirleyen, bunların çözümüne yönelik imkanları ve çözümleri saptayan ve bunları geliştiren projeleri yerel kalkınmayı sağlamak amacıyla destekleyen birimlerdir. Türkiye’de ise bu kuruluşlar 2006 yılında yasal zeminin oluşmasıyla kurulmaya başlamışlar ve kısa sürede bugün 26 bölgede aktif olarak faaliyetlerini sürdürür hale gelmişlerdir. Sürecin bu şekilde başarıyla sürdürülmesinde Avrupa Birliği’nin etkisinin yanında, bölgesel dengesizliklerinin giderilmesine, gelir adaletsizliklerinin hafifletilmesine, kalkınmanın yerele yayılmasına ve ulusal gelirden tüm toplumun dengeli pay almasına yönelik toplumsal talepler de çok etkili olmuştur. Bu çalışmada4 böylesine önemli işlevleri olan kalkınma ajansları ile ilgili genel bilgiler verilecek, sorunlu alanlar tartışılacak ve bu kuruluşların sosyal ekonomi politikalarının uygulanmasında nasıl daha aktif hale getirilebilecekleri değerlendirilecektir. Bu kapsamda Doğu Anadolu ve Serhat Kalkınma Ajansları özel olarak incelenecek, bu kuruluşlarla ilgili genel bilgiler verilerek, son dönemde bölgelerinde sosyal ekonomi politikalarının uygulama sürecine nasıl katkıda bulundukları değerlendirilecektir.
