EVALUATION OF CONSTRUCTION COMPANIES WITH THE FUZZY GROUP DECISION MAKING APPROACH IN OSH CONTEXT

Abstract
Nowadays, the construction sector is one of the leading sectors with high work accidents. The construction sector, which is a labor-intensive sector, has become an essential issue when the important contributions it contributes to the development and economy of the country are taken into consideration and the elimination of work accidents and damages caused by society. There are many studies related to the investigation of the causes of the said accident and we see that different methods are applied in these studies. In the first stage of this study, it is aimed to evaluate the causes of occupational accidents in the construction sector by multi-criteria decision-making method. The causes of occupational accidents were evaluated by experts in the field in 3 main criteria and 14 sub-criteria and each criterion determined were weighted. Fuzzy AHP method was used to determine the weights of the criteria. The weight of inadequate control of machinery and vehicle assemblies was calculated as the highest criterion considering expert opinions. In the second stage, three construction companies selected by considering their place in the sector in line with the sub-criteria determined were evaluated with Fuzzy TOPSIS. As a result of the evaluation, when the three construction firms were ranked, the construction company which has an important place in the sector took the first place and had the necessary sensitivity for occupational health and safety.
Özet
Günümüzde iş kazası görülme oranı yüksek olan sektörlerin başında inşaat sektörü gelmektedir. Emek yoğun bir sektör olan inşaat sektörü ülke kalkınmasına ve ekonomisine bulunduğu önemli katkılar göz önünde bulundurulduğunda meydana gelen iş kazalarının ve toplumu uğrattığı zararların bertaraf edilmesi elzem bir konu haline gelmiştir. Söz konusu kaza nedenlerinin araştırmasıyla ilgili birçok çalışma yer almakla beraber bu çalışmalarda farklı yöntemlerinin uygulandığını görmekteyiz. Bu çalışmanın ilk aşamasında inşaat sektöründe meydana iş kazası nedenlerin çok kriterli karar verme yöntemiyle değerlendirilmesi amaçlanmaktadır. İş kazası nedenleri 3 ana kriter ve 14 alt kriterde alanında uzman kişiler tarafından değerlendirmeye alınmış ve belirlenen her bir kriter ağırlıklandırılmıştır. Kriterlerin ağırlıklarının belirlenmesinde Bulanık AHP yöntemi kullanılmıştır. Uzman görüşleri dikkate alındığında “makine ve araç tertibatlarının kontrolünün yeterli olmaması” ağırlığı en yüksek kriter olarak hesaplanmıştır. İkinci aşamada belirlenen alt kriterler doğrultusunda sektördeki yeri göz önünde bulundurularak seçilen üç inşaat firması Bulanık TOPSIS ile değerlendirilmeye alınmıştır. Değerlendirme neticesinde üç inşaat firması sıralandığında sektörde önemli bir yere sahip olan inşat firması ilk sırayı yer alarak iş sağlığı ve güvenliği açısından gerekli hassasiyete sahip olduğu görülmüştür.
