Türkiye’de ve Bazı Avrupa Birliği Ülkeleri’nde Teftiş Uygulamaları

Özet

ÖZETBu çalışmanın amacı, Türkiye’de ve bazı Avrupa Birliği ülkelerinde müfettişlerin işe alınmaları ve yetiştirilmelerinin nasıl yapıldığını, teftiş sisteminin yapısının nasıl oluşturulduğunu, müfettişlerin sorumluluk alanlarında nelerin bulunduğunu ve teftiş sürecinin nasıl işlediğini ortaya koymaktır. Çalışmada, ülkeler arasında teftiş uygulamalarında farklılıkların bulunduğu tespiti yapılmıştır. Bu bağlamda incelenen Avrupa Birliği ülkelerinde, müfettişlerin seçilmesi ve yetiştirilmesi, teftiş sürecinin haberli başlaması, teftişin grupla veya bireysel yapılması, müfettişlerin görev ve sorumlulukları konularında ortak noktalar bulunurken, müfettişlerin öğretmenlikte geçen süreleri, seçme ve yetiştirilme biçimi, teftiş birimlerinin merkezi ve bölgesel düzeydeki örgütlenmesi, teftiş sürecindeki iş ve işlemler konularında farklı uygulamaların bulunduğu görülmüştür. Türkiye’de müfettişlerin öğretmen kökenlilerden seçilmesi ve hizmet içi eğitim yoluyla yetiştirilmesi özelliği, Avrupa Birliği ülkeleriyle benzerlik gösterirken, teftiş sürecinde özellikle teftişin habersiz yapılması ve teftişin yalnız grupla yapılması konularında farklı uygulamaların yapıldığı görülmektedir.

Abstract

The purpose of this study is to present how supervisors are employed and placed into their positions, how the structure of the supervision system is formed, what the fields of supervisors consist of and how the supervision system works in Turkey and in some European countries. In this study, it has been found out that there are some differences between these countries. In this context, while there have been similar practices in the process of the supervisors’ employment, training, informing the date of he supervision to the institution beforehand and practicing supervision individually or in groups, roles and responsibilities of the supervisors, there have been differences between the period spent at teaching position, type of choosing and training, organizing the supervision system in centrally or locally, the work and procedures in the supervision process. While supervisors have been selected out of the teaching staff and trained in a similar way as in the EU countries, in the supervision process especially supervising uninformed and applying in group processes are different.Key words: Supervision, supervision system, supervisior.GİRİŞ
