An Evaluation Of Space, User And Service Issues In Turkish Librarianship

Abstract
Mankind, culture and the development and change of humanity lies at the centre of the librarianship.Studies carried out in the field of librarianship by experts have examined the social nature of librariesand have stressed that the primary aim of libraries is to give direction to cultural values to ensure thetransmission of culture. When examined on a global scale, it is apparent that Turkish librarianship has notprogressed to the desired level. Despite the fact that issues have been identified and relevant solutions hasbeen put forward throughout the history of Turkish librarianship, issues have been further exasperated bythe mind-set used to approach problems and by a resistance to new approaches. Thus, of the issues beingdiscussed by Turkish librarianship today, two of these issues were first raised in 1982 and 1989 respectivelyat the National Culture Council. However, despite the passing of 35 years, these issues remain unresolved.At the core of the issues, that can be grouped as that of space, user and service, that exist in Turkishlibrarianship lies the fact that an integral bond between Turkish librarianship and the national educationsystem cannot be said to exist. In relation to this, it is necessary to reformulate the national educationcurriculum which lies at the core of the lives of children aged 6-17 as a compulsory period so thatindividuals who read and use libraries as a third space are nurtured. In addition, this arrangementshould ensure that this commences at the preschool period and should also aim to educate the familiesof children on this topic.

Kütüphanecilik, insanı, kültürü ve insanî gelişim ve değişimi merkeze alan bir disiplindir. Kütüphanecilikkonusunda çalışmalar yapan uzmanların, kütüphaneleri sosyal yapıyla beraber ele aldığı ve kütüphaneninana amacının kültür değerlerine yönelme ve kültür aktarımını sağlamak olarak değerlendirdiklerigörülmektedir. Dünya ölçeğinde Türk Kütüphaneciliğine bakıldığında ise, istenen gelişimin gerçekleşmediğiaçıktır. Her ne kadar kütüphanecilik tarihimiz boyunca sorunlar tespit edilebilmiş ve bu sorunlarla ilgiliçözüm önerileri getirilmiş olsa da, zihniyetin konuyu ele alış tarzı ya da başka bir yaklaşıma olan direnciyıllar içerisinde daha da büyük sorunlara yol açmıştır. Nitekim bugün Türk Kütüphaneciliği için tartışılankonuların, birincisi 1982, ikincisi ise 1989 yılında gerçekleştirilen Milli Kültür Şuraları’nda da tartışıldığı,fakat aradan geçen 35 yıla rağmen hâla bir çözüme kavuşturulamadığı görülmektedir.Türk Kütüphaneciliğinin mekân, kullanıcı ve hizmet olarak gruplandırılabilecek sorunlarının temelindemilli eğitim sistemi ile kütüphaneler arasında organik bağın kurulmamış olması gösterilmektedir. Bunabağlı olarak 6-17 yaş arası çocuk ve gençlerin hayatlarında zorunlu bir sürecin temelini oluşturan millieğitim müfredatının, kitap okuyan ve kütüphaneyi üçüncü mekân olarak kullanan insan tipini yetiştirecekbiçimde yeniden düzenlemesi, bu düzenleme çalışmalarına ise okul öncesi dönem çocuklarından ve onlarınailelerinin eğitiminden başlanması gerekmektedir.
