The Principle of Promoting Virtue (Ma‘rûf) and Preventing Vice (Münker) in the Quran.

Abstract
The Promotion of Virtue and Prevention of Vice is one of the most important provisions of the Quran to community. Allah Almighty has ordered to do it in his holy book, praised those who carry it out and blamed those who don’t. Prophet (peace be upon him) had reminded us about its status and informed us about the decline of the community that abandoned this great work completely. Some organizations that have been founded by the claim of establishing Islamic Emirate nowadays pay too much attention to this as the Islamic sects like Khawarij and Mu’tazila did in the past. In this research on the above mentioned subject we will clearly give the literal and terminological definition of ‘Virtue’ and ‘Vice’, distinguish them from other similar terms, point out the common matters between them and mention the proofs and evidences from Holy Quran and Sunnah which indicate the necessity of Promotion of Virtue and Prevention of Vice. After that, we will try to answer these questions: Who should promote virtue and prevent vice? What qualities they should have? Which way and method is better to implement it and how? Is there any situation that the person can avoid it? How it should be applied towards the leaders? And finally, we will discuss about what had happened to the third group of Ashabussabt – a group who abandoned the prevention of vice and blamed those who did it. Their story has been narrated in Surah A’raf – to get a clear cut idea about the destiny of those who are not carrying out the Promotion of Virtue and Prevention of Vice according to the needed principles and methods that we mentioned in the answer to the previous questions.
Özet
Toplumla alakalı Kur’an Hükümlerinin en önemlilerinden biri iyiliği emretme ve kötülükten alıkoymadır. Allah Azze ve celle Kur’an’da bunu emredip yapanı överken terk edeni kınamıştır. Peygamber efendimiz birçok hadiste bunun konumunu bildirmiş ve bu büyük işi tamamen terk eden toplumun helak olacağını haber vermiştir. Tarihte mutezile ve hariciler gibi İslami fırkaların önem gösterdiği bu ilkeye bu gün İslam devleti kurma iddiasında olan gruplar da önem göstermişlerdir. Bu çalışmada bu konu ele alınıp iyilik ve kötülük sözlük ve terim anlamları tanıtılıp buna yakın terimlerde farkları ortaya konulacaktır. Bu ilkeye eşanlamlı sözcüklere işaret edilip Kur’an ve Sünnette bu ilkenin vacip olduğunu gösteren deliller zikredilecektir. Daha sonra aşağıdaki sorulara cevap vermeye çalışacağız. İyiliği emretme ve kötülükten sakındırma kimin görevidir? Bu görevi yapacak kişilerin özellikler neler olmalıdır? Bu ilkeyi uygulamanın metodu nedir? Âdâpları nelerdir? Bu ilkenin gerekliliğini ortadan kaldıran durumlar var mıdır? Bu ilke yöneticilere karşı nasıl uygulanır? Son olarak A’raf suresinde kıssaları zikredilen sebt ashabının 3. grubu olan kötülükten alıkoymayı terk edip bunu yapanları kınayanların başına neler geldiğinden bahsedeceğiz. Ta ki geçen sorulara cevap verme aracılığıyla elde ettiğimiz ilkeler ve şartlar çerçevesinde bu ilkeyi terk eden kişinin durumu ortaya çıksın.
