Financial Problems of the Asia Minor Mining Company and the Cessation of Its Activities in the Licese Mines

Abstract
Ottoman Empire increasinly aimed to bring natural resources into economy in the second half of the nineteenthcentury. For this reason it undertook various practical arangements and made legal regulations. One of the mostimportant goals and consequences of these regulations was the opening up of mining operations to foreign capital.Foreign capital increased the mine production through its investments in the operation of the mines and particularlythe technological innovations and infrastructural developments. Thus, foreign capital and entrepreneurs madesignificant contributions to development of the regions of their operations. Having said that, foreign companies, dueto their priority in making profit, their relative autonomy from the social dynamics that the mines created, and theirexploitation of the privileged legal rights, had the consequence of carrying the economic problems that they had withthe miners and the local merchants into social and political fields. This study examines these problems in the case ofgalena mines at Licese in Shebinkarahisar in the light of documents from the Ottoman State Archives and the BritishForeign Office Archives. By presenting the financial problems of the company and its relations with different socialgroups including miners and local merchants, it seeks for answers about broader questions about the Ottoman societyand economy in the period.
Özet
Osmanlı İmparatorluğu on dokuzuncu yüzyılın ikinci yarısında artan bir biçimde yeraltı kaynaklarını ekonomisinekazandırmayı amaçlamıştır. Bu sebeple de birçok pratik ve hukuki düzenlemeleye gitmiştir. Bu düzenlemelerin enönemli amaç ve sonuçlarından biri maden işletmelerinin yabancı sermayeye açılmasıdır. Yabancı sermaye,imparatorluktaki madenlerin işletilmesine yönelik yaptıkları yatırımlar, özellikle de teknolojik yenilikler ve altyapınıngeliştirilmesi ile üretimin artmasını sağlamıştır. Bu yüzden yabancı sermaye ve müteşebbisler faaliyette bulunduğubölgelerin kalkınmalarına önemli katkılarda bulunmuşlardır. Bununla beraber yabancı sermayeli şirketlerin birincilamacının kâr olması, işlettikleri madenin yarattığı toplumsal dinamiklerden göreceli bağımsız olmaları ve ayrıcalıklıbir hukuktan faydanlanmaları, şirketlerin madenciler ve yerel tüccarile yaşadığı sorunların ekonomik alan dışındasosyal ve siyasal boyutlara ulaşmasına sebep olmuştur. Bu çalışma bu sorunları Asia Minor Mining Company’ninŞebinkarahisar’da bulunan Licese simli kurşun madeni özelinde Osmanlı Arşivinden ve İngiliz Dışişleri Arşivindenbelgeler ışığında incelemektedir. 1900lerin başında şirketin yaşadığı finansal sorunlar ile madenciler ve yerel tüccargibi toplumsal gruplarla olan ilişkilerini ortaya koyarak dönemin Osmanlı toplumu ve ekonomisine dair daha genişsorulara cevap aramaktadır.
