COMPARISON OF THE ECONOMIC PERFORMANCE BETWEEN TURKEY AND THE EUROPEAN UNION MEMBERS WITH MULTI CRITERIA DECISION MAKING METHODS

Abstract

The aim of this study is to determine the economic status of Turkey in the process of European Union and to put forth the applicability of economic data in Multi Criteria Decision Making (MCDM) methods. In this context, ELECTRE method which makes pairwise comparisons based on the criteria to present performance scores of organizations, PROMETHEE method that makes pairwise comparisons by using predetermined preference functions and TOPSIS method which outranks the alternatives according to the the proximity of the positive ideal solution, are used in this study. Turkey’s and EU member states’ economic performance are compared with MCDM methods and detailed information were given about the methods

Özet

Bu çalışma Türkiye’nin Avrupa Birliği sürecinde ekonomik açıdan durumunun tespit edilmesi ve Çok Kriterli Kara Verme yöntemlerinin ekonomik veriler ile uygulanabilirliğinin ortaya konulması amacıyla gerçekleştirilmiştir. Bu çerçevede ikili karşılaştırmalar yaparak organizasyonların kriterler bazında skorlarını ortaya koyma temeline dayanan ELECTRE (Elemination and Choice Translating Reality English) yöntemi, önceden belirlenmiş tercih fonksiyonlarından yararlanarak ikili karşılaştırma yapan PROMETHEE (The Preference Ranking Organization Method for Enrichment Evaluation) yöntemi ve organizasyonların performanslarını pozitif ideal çözüme yakınlığına göre sıralayan TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemi araştırmada kullanılmıştır. Bu yöntemlerle, AB üye ve aday ülkeleri ile Türkiye’nin ekonomik performansları karşılaştırılmış ve yöntemler hakkında ayrıntılı bilgiler verilmiştir.
