REMEDIAL EDUCATION PROGRAMME: AS A NATIONAL CATCH-UP AND REMEDIAL EDUCATION MODEL

MİLLÎ BİR DESTEKLEME VE YETİŞTİRME SİSTEMİ MODELİ: İLKOKULLARDA YETİŞTİRME PROGRAMI

Abstract

Providing quality and accessible education services for all constitutes the basis of the quality education a country has. Herein, it is needed to develop remedial and catch-up education programme policies once the students at the compulsory education age lacks the required learning competencies. In this study, the justifications, structure and codes of practice of the Remedial Education Programme, aiming to improve the basic literacy and numeracy skills of the students who have been identified as having deficiencies in reading, writing, and/or math and has been implemented since 2018-2019 academic year, was explained. The programme was compared with similar remedial and catch-up programmes implemented internationally, the benefits and possible risks foreseen during the implementtaion phase of the Remedial Educational Programme were discussed and recommendations were made.

Özet

Herkes için kaliteli ve erişilebilir eğitim hizmetinin sağlanması bir ülkenin eğitim kalitesinin esasını oluşturmaktadır. Bu noktada özellikle zorunlueğitim çağındaki öğrenciler için temel düzeyde bir öğrenme eksikliği görülmesidurumunda yetiştirici ve destekleyici politikaların geliştirilmesi bir ihtiyaç olarak görülmektedir. Bu çalışmada Türkiye’de 2018-2019 eğitim-öğretim yılındatemel okuryazarlık ve matematik becerilerinde eksiklik görülen öğrencilerin bubecerilerini geliştirmeyi hedef alan bir telafi/yetiştirme programı olan İlkokullarda Yetiştirme Programı’nın (İYEP) uygulamaya konulma gerekçeleri, programyapısı ve uygulama esasları ele alınmıştır. Program, uluslararası alanda örgüneğitimde hayata geçirilen benzer destekleme ve yetiştirme programları ile karşılaştırılmış, İYEP uygulamasında elde edilmesi öngörülen faydalar ve muhtemelrisk alanları tartışılmış, önerilerde bulunulmuştur.
