An Evaluation of the Enrolment Standards and Procedures in Teacher Training Institutions from Tanzimat Period to the Republic (Based on the Documents of Constitution and Regulations)

Tanzimat'tan Cumhuriyet'e Osmanlı'da Öğretmen Yetiştiren Kurumlara Öğrenci Giriş Şartları İle Usullerinin Belirlenmesi ve Değerlendirilmesi (Nizamnâme ve Talimatnâmelere Göre)

Abstract

The aim of this study is to determine and evaluate the enrolment standards and procedures in teacher training institutions from the Tanzimat Era of the Ottoman Empire to foundation of the Turkish Republic. The study was carried out using qualitative method and techniques and designed as a case study. Historical Ottoman Turkish documents from the Tanzimat to the Republic, which were prepared and issued by respective departments in the Ottoman Empire, and some documents published in literature were used as data in the study. These Ottoman Turkish documents were firstly translated into modern Turkish; then sorted out at the later stage, and finally the content analysis was made. In accordance with the data collected, it was determined in detail what enrolment standards were used and what kind of procedures were followed to select students. At the end of the research, it was concluded that important regulations was made to qualified student admission especially for "Darulmuallimin and Darulmuallimat" from the Tanzimat to the Republic in the Ottoman Empire. Moreover, it was understood that a specific system in student admission for qualified teacher training were set and this system was selective at a certain level.

Özet

Bu araştırmanın amacı, Osmanlı Devleti'nin Tanzimat Dönemi ile Türkiye Cumhuriyeti'nin kuruluşuna kadar geçen süre içinde öğretmen yetiştiren kurumlara giriş şartları ile usullerinin belirlenmesi ve değerlendirilmesidir. Nitel araştırma yöntem ve teknikleri ile oluşturulan bu araştırma tarihi durum çalışması deseni ile yürütülmüştür. Araştırmada veri olarak Tanzimat'tan Cumhuriyet'e Osmanlı Devleti'nde ilgili birimler tarafından hazırlanarak yayımlanan Osmanlı Türkçesi tarihi dokümanlar kullanılmıştır. Kanun, nizamname ve talimatname türündeki söz konusu belgelerin, öncelikle günümüz Türkçesine transkripsiyonu yapılmış, sonraki aşamada bunlar tasnif edilerek içerik analizine tabi tutulmuştur. Elde edilen veriler doğrultusunda Osmanlı Devleti'nde 1839-1923 yılları arasında faaliyet gösteren öğretmen yetiştiren kurumlara giriş şartlarının ne olduğu ve öğrenci seçiminde nasıl bir usul izlendiği tespit edilerek bulgulara ulaşılmıştır. Araştırmanın sonucunda, Osmanlı Devleti'nin Tanzimat'tan Cumhuriyet'e kadarki süreçte öğretmen yetiştiren kurumlar arasından özellikle Dârülmuallimîn ve Dârülmuallimâtlara nitelikli öğrenci alımı için önemli düzenlemelerin yapıldığı ve bu doğrultuda kendine has bir sistem kurularak belirli ölçülerde seçici davranıldığı sonucuna varılmıştır.
