THE IMPACT OF AGRICULTURAL SUPPORT ON AGRICULTURAL OUTPUT: AN EMPIRICAL ANALYSIS FOR TURKEY

Abstract
The aim of this study is to analyze the effect of agricultural supports on agricultural output in Turkey in the period of 1991-2019 by Pesaran et al. (2001) ARDL and Toda-Yamamoto (1995) causality methods. According to the findings, it was determined that agricultural supports do not have a statistically significant effect on agricultural output. Also, FMOLS and DOLS estimates for robustness results confirm this findings. The causality findings indicate that there is no causal relationship between agricultural supports and agricultural output. In this context, it has determined that agricultural supports are not effective on agricultural output in Turkey. Therefore, policy makers need to review their policies towards the agricultural sector.
Özet
Bu çalışmanın amacı Türkiye’de 1991-2019 döneminde tarımsal desteklerin tarımsal çıktı üzerindeki etkisini Pesaran vd. (2001) tarafından geliştirilen ARDL ve Toda-Yamamoto (1995) nedensellik yöntemleriyle araştırılmasıdır. Elde edilen bulgulara göre, tarımsal desteklerin tarımsal çıktı üzerinde istatistiksel olarak anlamlı bir etkisi olmadığı tespit edilmiştir. Ayrıca elde edilen sonuçların doğruluğunu teyit atmak amacıyla gerçekleştirilen FMOLS ve DOLS tahminleri bu bulguyu desteklemektedir. Nedensellik bulguları ise tarımsal destekler ve tarımsal çıktı arasında nedenselliğin olmadığına işaret etmektedir. Bu kapsamda Türkiye’de tarım sektörüne yönelik verilen tarımsal desteklerin etkili olmadığı sonucuna varılmıştır. Dolayısıyla politika yapıcıların tarım sektörüne yönelik uyguladıkları politikaları gözden geçirmeleri gerekmektedir.
