REGIONAL CRISES WITHIN THE FRAMEWORK OF EISENHOWER DOCTRINE: SYRIA-IRAQ-JORDAN-LEBANON

Abstract

During World War II, the United States and the Soviet Union were allies against the Axis powers. After the Second World War, the United States of America (USA) came to the forefront with the claim of protecting international balances against the expansionist policy of the Soviet Union. The parties of the Cold War (The U.S. and USSR) tried to protect and expand their spheres of influence with security organizations such as pacts and international organizations. Thus, although the military siege of the Cold War produced a strategy of connecting the Middle East, Europe and Asia with pacts, the idea of transferring resources to these unproductive organizations that did not provide the expected effect did not last long. On the other hand, the rivalry of the Middle East's dynamics was added to the bipolar competition and the emerging tensions spread to the region with the domino effect. The United States of America (USA) has announced the policy it will follow in the region with the presidential doctrines that it can take a more active role in this process and has presented its rules to the countries that will cooperate with it. In this study, the effect of the Middle East Command and the Baghdad Pact on the regional rivalry, which is a step in the strategy of containment policy to the Soviet Union, was investigated and after the Suez Crisis regional implementation of the Eisenhower doctrine were evaluated. The aim of the article is to analyze the Baghdad Pact, the Suez Crisis and the Eisenhower Doctrine's reflection on the political strategies of the regional actors and evaluate the effect of the indirect competition system of the Cold War on the crises in Syria, Iraq, Lebanon and Jordan.

Özet

ÖZ İkinci Dünya Savaşı sırasında Amerika Birleşik Devletleri (ABD) ve Sovyetler Birliği, Mihver devletlere karşı müttefiktir. İkinci Dünya Savaşı’ndan sonra Sovyetler Birliği'nin yayılmacı politikasına karşı uluslararası dengeleri koruma iddiasıyla ABD öne çıkmıştır. Soğuk Savaş’ın tarafları (ABD-SSCB) güvenlik örgütlenmeleri, paktlar gibi uluslararası organizasyonlar ile nüfuz alanlarını korumaya ve genişletmeye gayret etmiştir. Bu şekilde Soğuk Savaş askeri kuşatmalar yerine Orta Doğu, Avrupa ve Asya’yı paktlar ile bağlama stratejisi üretmiştir. Bu stratejinin beklenen etkiyi sağlamaması ve verimsiz oluşumlara kaynak aktarma fikri çok uzun sürmemiştir. Diğer yandan çift kutuplu rekabete Orta Doğu’nun kendi dinamiklerinin rekabeti eklenmiş ve ortaya çıkan gerilimler domino etkisiyle bölgeye yayılmıştır. Amerika Birleşik Devletleri (ABD) bu süreçte daha aktif rol alabileceği başkanlık doktrinleri ile bölgede takip edeceği planları açıklamış ve kendisiyle işbirliği yapacak ülkelere kurallarını sunmuştur. ABD ve Sovyetler Birliği arasındaki rekabet bölgesel aktörlerin iç politikalarında kutuplaşmalara sebep olmuştur. Ortaya çıkan krizlerin sonucunda ise yeni yönetimlerin eğilimleri Suriye, Irak, Lübnan, Ürdün’ün uluslararası politikalarına yansımıştır. Bu çalışmada Sovyetler Birliği’ni çevreleme stratejisinin bir adımı olan Orta Doğu Komutanlığı ve Bağdat Paktı’nın bölgesel ayrışmaya etkisi incelenmiş ve Süveyş Krizi ardından Eisenhower doktrininin bölgesel uygulamaları değerlendirilmiştir. Makalenin amacı Bağdat Paktı, Süveyş Krizi ve Eisenhower Doktrininin bölgesel aktörlerin politik stratejilerine yansıması çerçevesinde süreci değerlendirmek ve Soğuk Savaşın dolaylı rekabet sisteminin Suriye, Irak, Lübnan, Ürdün krizlerindeki etkisini ortaya koymaktır.
