The implication of e- customs practice over the trade between Turkey and European union

Abstract

Many transactions and practices that internationally traded goods are subject to pose a majorobstacle to commercial life. Applications in the control of the customs authorities require excessiveinformation and documents; preparation of such information and documents, their submission,carrying out and completion of the related transactions all contrib ute to increasing the cost of laborand time. To ensure activity in trade, the e- customs practice is launched which aims facilitating trade,decreasing transaction costs, increasing competitiveness. With the e- customs practice started withEuropean Union under Customs Union, traditional methods have been left behi nd for customsprocedures - the longest- lasting phase of international trade - , and electronic applications have beenadopted with a view to both increasing the volume of and ensuring activity in foreign trade. In thisstu dy, it is examined whether e- customs pra ctice have a structural effect over the trade with EuropeanUnion.

Özet

Uluslararası ticarete konu eşyanın tabi olduğu birçok işlem ve uygulama ticari hayatın önündebüyük bir engel teşkil etmektedir. Gümrük idarelerinin kontrolündeki uygulamalar pek çok bilgi vebelgeyi gerekli kılmakta, bu bilgi ve belgelerin hazırlanması, sunulması, ilgili işlemlerin sürdürülmesive tamamlanması emek ve zaman maliyetlerini yükseltmektedir. Ticari hayatta etkinlik sağlanmasınayönelik olarak başlatılan e- gümrük uygulaması ile ticaretin kolaylaştırılması, işlem maliyetlerinindüşürülmesi, rekabet gücünün arttırılması hedeflenmektedir. Türkiyede, uluslararası ticaretin en uzunsüren ayağını oluşturan gümrük işlemleri için Avrupa Birliği ile Gümrük Birliği kapsamındabaşlatılan e- gümrük uygulaması ile geleneksel yöntemler terk edilmiş ve elektronik uygulamalarageçilmiş, dış ticaret hacminin arttırılması ve dış ticarette etkinlik sağlanması hedeflenmiştir. Budoğrultuda çalışmada e- gümrük uygulamasının AB ile yapılan ticarette yapısal bir etkisinin olupolmadığı incelenmiştir.
