THE THEORY OF PUBLIC FINANCE IN CLASSICAL POLITICAL THOUGHT: BODIN, HOBBES AND ROUSSEAU

Abstract

This paper examines the theories of public finance developed by three key philosophers in classical political thought. Jean Bodin, Thomas Hobbes and Jean-Jacques Rousseau explained the general principles on which the modern fiscal system should rely between the 16th and 18th centuries in the light of their political theories. The paper takes as its method the examination of the theories of public finance of the said three philosophers in the context of the theoretical entirety of their works and of the social and historical conditions in which their theories developed. This study contributes to the interdisciplinary studies in the domain of public finance, history of fiscal thought and critical approaches to the problems of modern fiscal system. As a result, this study shows how and in which ways these three classical thinkers can be treated for making contribution to the discussions in the field of contemporary fiscal theory and policy

Bu yazı klasik siyasal düşüncenin üç önemli düşünürünün maliye teorilerini inceler. Jean Bodin, Thomas Hobbes ve Jean-Jacques Rousseau 16. ve 18. yüzyıllar arasında modern mali sistemin dayanması gereken genel ilkeleri siyasal teorilerinin ışığında açıklamışlardır. Çalışmada benimsenen yönteme göre düşünürlerin maliye teorileri, siyasal teorilerinin bütünü içinde ve teorilerinin içinde geliştiği toplumsal ve tarihsel koşullar göz önüne alınarak incelenmiştir. Yazı, maliye alanındaki disiplinlerarası çalışmalara, maliye düşünce tarihine ve modern mali sistemin problemlerine yönelik geliştirilen eleştirel perspektiflere katkı sunmaktadır. Sonuç olarak çalışmada adı geçen üç klasik dönem düşünürünün çağdaş maliye teorisi ve politika tartışmalarına sunabileceği katkı açısından nasıl ve hangi açılardan ele alınabileceği gösterilmiştir
