Rişvanzade Omer Pasha s Endowment in Behisni

Abstract

This paper utilizing archival material will trace the history of the mosque and medreseendowment Rişvanzade Ömer Pasha established in 1786 in the Behisni district of Malatya.Ömer Pasha a leader of the Rişvan tribe, became the tax collector of Malatya and the governorof Maras in the second half of the 18th century. He constructed a mosque and a medreseof eleven rooms in Behisni. To finance the mosque and medrese, Ömer Pasha donated theincome of ten shops in Behisni. He appointed an imam, a preacher, a muezzin and a stoneroller, to roll and compact the clay roof of the mosque during the rainy and snowy seasons. Healso appointed teachers in the medrese.Various administrators run the pious endowment from the end of the 18th to the end of the19th centuries. However, it seems that the waqf superintendents abused the waqf s incomeneglecting the maintenance and upkeep of the mosque and the medrese. As the endowmentdocument and the accounting records were lost, the appointment of the administrator andof the personnel was not done properly. Thus, over time both constructions are demolished,some remnants of the medrese only still standing.

Özet

Ömer Paşa Rişvan Aşiretinin beylerinden olup 18. yüzyılın ikinci yarısında Malatya mutasarrıflı- ğı ve Maraş valiliği yapmıştır. Ömer Paşa söz konusu tarihte Behisni (Besni)de bir cami ve on birhücreden oluşan bir medrese yaptırmıştır. Bu cami ve medresenin giderlerini karşılamak için deBehisni çarşısında bulunan kendisine ait on bir adet dükkânı vakfetmiştir. Camiye imam-hatibve müezzinle birlikte yağmur ve kar mevsimlerinde camiyi loğlamak için bir loğkeş de görev- lendirilmiştir. Medrese için de müderrisler atanmıştır.18. yüzyılın sonlarından 19. yüzyılın sonlarına kadar vakıf farklı şahıslar tarafından yönetilmiştir.Ancak vakıf yöneticilerinin vakfın gelirlerini istismar ettikleri, cami ve medresenin onarım ve ba- kımına herhangi bir harcama yapmadığı görülmüştür. Vakfın vakfiyesi ile muhasebe kayıtları kay- bolduğu için yönetici ve personel atamaları sağlıklı olarak yapılamamıştır. Bu nedenle her iki yapıda zamanla yıkılmaya yüz tutmuş; içlerinde ibadet ve eğitim-öğretim yapılamaz hale gelmiştir. Sözkonusu cami ve medrese tamamen yıkılmış, medreseden günümüze kalıntılar kalmıştır.Bu çalışmada Rişvanzade Ömer Paşanın 1786 yılında Malatya sancağının Behisni kazasındakurduğu vakfın ve bu vakıf bünyesinde yaptırdığı cami ve medresenin tarihi süreç içerisindekidurumu arşiv belgeleri çerçevesinde incelenmeye çalışılacaktır.
