Analysis of the performance of municipalities ın terms of expenditure structures in Turkey

Abstract

In the study the spending of the municipalities that spend 70% of the total spending of localadministration is analysed for the period 2007-2011. For the analysis the economic classifcation thatwas altered with analytical budget classifcation and has been applied since 2006 in Turkey is utilised.In the study the per capita spending of the municipalities in Turkey is determined by dividingthe total spending of 81 provincial municipalities to the population and the performances of the topten provincial municipalities in terms of per capita spending are analysed through Grey RelationalAnalysis (GRA) technique. Those municipalities having the highest per capita spending among these ten municipalities are located in Kocaeli province. However, it is determined that those municipalities located in the province of İstanbul have the highest level of performance, those in Kocaeli have the lowest performance.

Özet

Bu çalışmada yerel yönetimler tarafından yapılan harcamaların yaklaşık %70ini gerçekleştirenbelediyelerin harcamaları, 2007-2011 dönemi itibariyle incelenmiştir. Analiz gerçekleştirilirkenTürkiyede 2006 yılından itibaren uygulanmakta olan analitik bütçe sınıfandırmasıyla değişen ekonomiksınıfandırma dikkate alınmıştır.Çalışmada Türkiyedeki 81 ildeki belediyelerin toplam giderleri nüfusa oranlanarak kişi başınadüşen harcama miktarı belirlenmiş ve kişi başına düşen harcama miktarları en yüksek olan 10 ildekibelediyelerin performansı GRİ İlişkisel Analiz (GİA) tekniği ile analiz edilmiştir. 10 ildeki belediyeleriçerisinde kişi başına düşen harcama miktarı en yüksek olan belediyeler Kocaelindeki belediyelerdir.Fakat performans açısından kıyaslandığında performansı en yüksek belediyelerin, İstanbul ilindekibelediyeler olduğu; performansı en düşük belediyelerin ise Kocaeli belediyeleri olduğu tespit edilmiştir.
