An Evaluation on Energy Competition in the Eastern Mediterranean

Abstract

Eastern Mediterranean has been moved to the center of the global agenda, especially with the recently discovered energy resources in the region. The presence of many actors in the region has transformed the Eastern Mediterranean into a competitive environment in terms of energy resources and the distribution of these resources. At this point, the region, where the economic and political struggle has occurred intensively, is in a position that can be considered as an important place in terms of energy resource potential. It is estimated that there are currently over 3,5 billion barrels of oil and more than 10 trillion cubic meters of gas reserve potential in the region. On the other hand, the resources discovered in the last 20 years are equal to one-fourth of the mentioned potential. Additionally, the transfer routes of these resources to the international markets is another muchdebated subject in the region. Therefore, the Eastern Mediterranean geography has become a center of a multi-dimensional competition over the energy resources. In this study, the energy resources that are discovered and waiting to be discovered in the Eastern Mediterranean region plus the actions related to production, operation and transportation of these resources are discussed. In addition, Turkey’s position and activities in the region are evaluated.

Özet

Doğu Akdeniz, özellikle son dönemde bölgede keşfedilen enerji kaynakları ile küresel gündemin merkezine taşınmıştır. Bölgede çok sayıda aktörün bulunması enerji kaynakları ve bu kaynakların bölüşümü açısından Doğu Akdeniz’i bir rekabet ortamına dönüştürmüştür. Gelinen nokta itibarıyla ekonomik ve siyasi mücadelenin yoğun bir şekilde yaşandığı bölge, enerji kaynak potansiyeli bakımından önemli sayılabilecek bir konumdadır. Bölgede güncel olarak 3,5 milyar varilin üzerinde petrol ve 10 trilyon metreküpten fazla doğal gaz rezerv potansiyeli bulunduğu tahmin edilmektedir. Öte yandan, son 20 yılda keşfedilen kaynaklar ise bahsi geçen potansiyelin 4’te 1’i kadardır. Bunun yanı sıra, söz konusu kaynaklar kadar bu kaynakların uluslararası piyasalara transfer güzergahları üzerinde tartışılan bir diğer husustur. Dolayısıyla, Doğu Akdeniz coğrafyası enerji kaynakları üzerinden çok boyutlu bir rekabet merkezi haline gelmiştir. Bu çalışmada, Doğu Akdeniz bölgesinde keşfedilen ve keşfedilmeyi bekleyen enerji kaynakları ile bu kaynakların üretim, işletme ve nakline dair çalışmalar ele alınmaktadır. Ayrıca, Türkiye’nin bölgedeki pozisyonu ve faaliyetleri değerlendirilmektedir.
