ULAKBİM Cahit Arf Information Center, Document Delivery, Cost Analysis

Abstract

This study aims to review the document delivery requests submitted to the Cahit Arf Information Center, Document Delivery Services Unit of the National Academic Network and Information Center (ULAKBİM). it aims to determine which one is more economic and dispatch in terms of the length of time (in days) it takes to fiil a reauest and the unit cost ofsupplying requests from printed journals and electronic ones. We tracked the data with regards to document delivery reauests that were submitted to the Unitfor the year 2000 on October and November. Information (labour cost, corrective maintenance, cleaning, communication, ete.) was obtainedfrom the Center to calculate the unit cost. in order to calculate the unit cost, the cost types such as labour cost, raw produet and general cost were identifıed and the total cost was divided to the total number of document delivery reauest. The unit cost ofsupplying an article in the year 2000 was found as about 3 million Turkish Liras (According to the Consumer Price Index ofSeptember 2004, the unit cost of a supplied document was 8.690.541 Turkish Liras). From submission to the mailing of the document, it took a total of 15 days to fiil a document delivery request. Since the procedure ofsupplying the electronic or printed documents was not different in the Unit, the length of time and unit cost were almost the samefor supplying the documents from printed journals and electronic ones.

Özet

Bu araştırmada amaç, Ulusal Akademik Ağ ve Bilgi Merkezi (ULAKBIM) Cahit Arf Bilgi Merkezi (CABİM) Belge Sağlama Hizmetleri Biriminde basılı dergilerden sağlanan isteklerle elektronik dergilerden sağlanan istekleri süre ve birim maliyet açısından karşılaştırarak hangisinin daha hızlı ve ekonomik olduğunu belirlemektir. Çalışmada, 2000 yılının Ekim ve Kasım aylarında Birime yapılan 9213 belge sağlama isteği izlenmiş ve bu isteklerin birim maliyetini bulmak için gerekli veriler (işçilik, bakım-onarım, temizlik, haber¬leşme vb.) kurumdan elde edilmiştir. Birim maliyeti hesaplamak için, işçilik, hammadde ve genel maliyetlerden oluşan maliyet türleri belirlenerek, ilgili maliyetler bulunmuş ve toplam maliyet, sağlanan istek sayısına bölünmüştür. Araştırmamızda 2000 yılı verilerine göre sağlanan bir belgenin birim maliyetinin 3.203.160 TL olduğu belirlenmiştir (Tüketici Fiyatı Endeksine (TÜFE) göre 2004yılı Eylül ayındaki değeri ise 8.690.541 TL'dir). Bir isteğin yapılmasından postalanmasına kadar geçen toplam süre ise 15 gündür. Birimde basılı ve elektronik dergilerden istek sağlanırken izlenen süreç farklı olmadığı için, genelde elektronik dergilerden sağlanan istekler için süre ve birim maliyet basılı dergilerden sağlananlardan daha farklı değildir.
