Abstract

During a period when modernization widespread in Europe and Asia, severe changes andtrans-formations started to be experienced in almost every area of political, military, religi- ous, economic and cultural life in Ottoman Empire as well. Modernization led to a processwhich may be called centralization and monopolization in Ottoman Empire. Ultimately, cau- sing religious and mystical communities standing quite scattered to get together and meltingthem in the faith, mental and cultural world of official Islam, the state exercised the educati- onal and cultural policies to shape up a homogenous Muslim society articulated, interlockedto each other. In fact, these longterm educational and cultural policies appear to have led toconsequences more effective than activist actions which might generate tiresome and more problematic outcomes the state exercises from time to time. Here, this study has been drawnup in order to draw attention to the efforts of converting the problematic situations withthe official ideology regarding Bektashi and Kizilbash environments that turned into a moremarginal status in this period through said policies. It is understood that these policies werecarried out in multidirectional way by the dissemination of schools, employment of scholarswho served in various institutions, copyrights of the works to be employed at the schools tobe newly opened and banning and recall of publications such as the books, brochures etc.reflecting belief and mental world of the related opponent environments.

Özet

Modernleşmenin Avrupada ve Asyada yaygınlaştığı bir dönemde Osmanlı İmparatorluğundada siyasi, askerî, dinî, ekonomik ve kültürel hayatın hemen her alanında ciddi değişimve dönüşümler yaşanmaya başlanmıştır. Modernleşme, Osmanlı İmparatorluğundamerkezîleşme ve tekelleşme diye tabir edebileceğimiz bir süreci doğurmuştur. Sonuçta devlet,pek dağınık duran dinî ve tasavvufi zümreleri resmî İslamın inanç, zihin ve kültür dünyasındabuluşturarak ve eriterek birbirine eklemlenmiş, kenetlenmiş homojen bir Müslüman toplumoluşturmak için eğitim ve kültür politikalarını işe koşmuştur. Aslında bu uzun soluklu eğitimve kültür politikaları, devletin zaman zaman uyguladığı yıpratıcı ve daha problemli sonuçlardoğurabilen aktivist eylemlerinden daha etkili sonuçlar doğurmuş görünmektedir. İşte buçalışma resmî ideoloji ile problemli durumu bu dönemde daha marjinal bir hal almış olanBektaşi ve Kızılbaş çevrelerin söz konusu politikalar yoluyla dönüştürülmesi çabalarınadikkat çekmek amacıyla hazırlanmıştır. Bu politikaların, mekteplerin yaygınlaştırılması,çeşitli kurumlarda görev yapan ulemanın işe koşulması, yeni açılan mekteplerde okutulacakeserlerin telifi ile söz konusu muhalif çevrelerin inanç ve zihin dünyasını yansıtan kitap, risalevb. yayınların yasaklanması, toplatılması gibi çok yönlü yürütüldüğü anlaşılmaktadır.
