Factors causing juvenile offending from a sociological viewpoint

Abstract
The subject of juvenile offender is not only problem for developing or not fully developed countries but also first order of importance among problems for developed countries. With the globalisation fact, which has picked up by the last quarter of 20th century, juvenile offending has taken on a different dimension. The difference betweenjuvenile offending and adult offending depending on rehabilitation process and reasons is different since this process requires a long and multi-institutional approach. Another important aspect of this topic is that studies depending on types of crimes and juvenile age groups are required. On this important topic, knowing of reasons of juvenile offending takes priority. Within this context, knowing of sociological theories, psychological and sociological factors is critically important. In the article sociological theories which are developed on juvenile offending are examined. When the subject is examined from historical perspective, it is seen that the first sociological theory oncrime and juvenile offending is developed by E. Durkheim. Group and organization , notindividual , is the starting point in explanation of crime in this theory , which is calledStructural functionalist theory shortly. Other theory on crime isTensionTheory . In this theory, Merton, by developing Theory of Durkheim, states that using illegal ways instead of legal ways for reaching goals causes crimes. In the third theory, which is stated asSubculture Theory , it is accepted that crime is learned in subculture groups which have same values and which come together for satisfying same needs. In the fourth theory, which is Differential Opportunities Theory it is stated that subculture structures have less opportunities than other structures and also these structures are not equal on opportunities, these conditions cause crime. With the last theory, which is Labeling Theory , it is stated that process of being offender for the individual starts with labeling of the individual.

Suça sürüklenen çocuk konusu; sadece az gelişmiş veya gelişmekte olan ülkelerin sorunu olmayıp, gelişmiş ülkelerinde karşı karşıya olduğu önemli problemlerin başında gelmektedir. Özellikle 20inci yüzyılın son çeyreği ile hız kazanan Dünyadaki küreselleşme olgusu ile çocuk suçluluğu farklı bir boyut kazanmıştır. Çocuk suçluluğuyetişkin suçluluğundan , suça neden olan etkenler ile rehabilitasyon süreci bakımından farklılık göstermektedir. Bu kapsamda rehabilitasyon süreci, uzun ve çok kurumlu bir yaklaşımı gerektirmektedir. Bu konunun diğer önemli yönü, çocukların bulunduğu yaş grubuna ve suç türüne göre ayrı çalışmalar yapılmasına ihtiyaç duyulmaktadır. Bu önemli konuda, çocuk suçluluğunun nedenlerinin tespit edilmesi öncelik arz etmektedir. Bu kapsamda sosyolojik teoriler ile psikolojik ve sosyolojik faktörlerin bilinmesi önem taşımaktadır. Makalede çocukların suça sürüklenmesi konusunda geliştirilen sosyolojik teoriler incelenmiştir. Konuya tarihsel açıdan bakıldığında; suç ve çocuk suçluluğu konusunda ilk sosyolojik teorinin, E. Durkheim tarafından oluşturulduğu görülmektedir. Kısaca Yapısal Fonksiyonalist Teori isimlendirilen bu Teoride suçun açıklanmasında hareket noktası birey değil, grup ve organizasyon olarak belirlenmiştir. Suç konusundaki diğer teori, Gerilim Teorisi dir. Bu Teoride Merton, Durkheimin Teorisini geliştirerek, hedeflere ulaşmak için meşru yollar yerine gayri meşru yolların kullanılmasının suça neden olacağını ifade etmiştir. Alt Kültür Teorisi olarak ifade edilen üçüncü teoride, aynı ihtiyaçları karşılamak için bir araya gelen ve aynı değerleri taşıyan alt kültür gruplarında suçun öğrenildiği kabul edilmiştir. Dördüncü teori olan Ayırıcı Fırsatlar Teorisinde , alt kültür yapılarının diğer yapılardan daha az olanaklara sahip olduğu, ayrıca bu yapıların fırsatlar bakımından da eşitsiz olduğu, bu durumların suça neden olduğu belirlenmiştir. Son teori olan Etiketleme Teorisi ile suçlu olma sürecinin bireyin etiketlenmesi ile başlayacağı ifade edilmiştir.
