The relationships between metropolitan municipality and district municipality

Abstract

In our country, the local governmental units accepted in the constitution are consi- dered to be the special provincial administrations, the municipalities and the villages. By a new law passed in 1984, the municipal management system was modified and the metropolitan municipalities for certain metropolises were established. Since its establishment, the metropolitan municipalities in our country become the most dyna- mic, fastest-growing and the most spreading unit among the local governments. In our country, as of today, approximately fifty-nine million people live within the boundaries of metropolitan municipalities. The metropolitan municipalities continue to expand in country since the introduc- tion of this model and probably in near feature in terms of local government the whole country will be managed under this model. In this study, the establishment of the metropolitan municipalities, the reforma- tion of local governments, in this context the metropolitan municipality model and relationship between the metropolitan municipalities and district municipalities are scrutinised.

Ülkemizde anayasal olarak kabul edilen yerel yönetim birimleri İl Özel İdareleri, Belediyeler ve Köylerdir. 1984 yılında getirilen yeni bir düzenlemeyle belediye yöne- tim sistemi değiştirilmiş ve belli merkezlerde Büyükşehir Belediyeleri oluşturulmuş- tur. Kurulduğundan bu yana büyükşehir belediyeleri, ülkemizde, yerel yönetimlerin en dinamik, en hızlı gelişen ve yayılan birimi olmuştur. Ülkemizde bugün itibarıyla yaklaşık elli dokuz milyon insan büyükşehir belediye sınırları içinde yaşamaktadır. Ülkemizde büyükşehir modeli uygulanmaya başlandığı günden bu yana genişleye- rek gelişmeye devam etmekte, belki de ilerleyen zamanlarda yerel yönetimler bazında ülkenin tamamının büyükşehir modeli sisteminde yönetileceği öngörülmektedir. Bu çalışmada, Ülkemizde büyükşehir belediyesinin kuruluşu, yerel yönetim re- formları, bu kapsamda büyükşehir belediye modeli ile büyükşehir belediyesi ile ilçe belediyesi arasındaki ilişkiler üzerinde durulmaya çalışılmıştır.
